Demolition and Site Restoration

The City of Minot, through the use of
State of North Dakota funds, Depart-
ment of Housing and Urban
Development (HUD) Community
Development Block Grant Disaster
Recovery (CDBG-DR) funds, and
Department of Housing and Urban
Development National Disaster
Resilience (NDR) funds, purchased
properties that were inundated dur-
ing the 2011 Souris River Flood and
is now seeking a Contractor to
demolish structures at approximately
18 properties. Basement excavation
and site restoration will also be com-
pleted.
The City of Minot invites the public
to bid upon the following project:

The City Council City of Minot
reserves the right to reject any or all
bids and to award the contract as it
deems to be in the best interest of
the City of Minot. Each bidder must
provide a bid bond in the amount of
5% of the bid and contractor’s
license, which are to be included in
a separate envelope attached to the
outside of the bid. Each bidder must
include a copy of their North Dakota
Waste Hauler’s Permit (MSW), and
their Hazardous Waste Disposal
Plan WITH their bid. It should also
be noted that any addendums that
may be issued prior to bid opening
must be acknowledged on the out-
side of the bid envelope.
The successful, responsible Bidder
will be required to sign the Contract
and furnish the appropriate perfor-
mance and payment bonds in the
amount of the total bid, and in accor-
dance with, the State of North Dako-
ta. The bond is required in order to
secure the performance obligations
of the Contractor. The Contract will
not be executed, nor will work begin,
should the successful Bidder fail to
furnish the performance and pay-
ment bonds required. This Contract
shall be subject to liquidated dam-
ages as stated in the bidding docu-
ments, which will be charged against
the contractor for each day past the
completion date stated in the Con-
tract or as amended by change ord-
er.
Bidding documents for the project
may be viewed at the CDM Smith
Disaster Recovery Office or Minot’s
Builder’s Exchange. Bidding docu-
ments may be obtained at the CDM
Smith Disaster Recovery Office lo-
cated at the Arrowhead Mall, 1600
2nd Ave SW, Suite 27, Minot, North
Dakota. Bid proposals must be sub-
mitted on the forms provided.
A non-mandatory pre-bid conference
will be held at the City Hall located
at 515 2nd Ave SW, Minot, North
Dakota at 10:00 A.M. (CST) on April
18, 2022, to discuss the bidding do-
cuments.
Sealed bids will be received up to
the hour of 10:00 A.M. (CST) on
April 22, 2022, at the City Hall. All
bids will be opened at 10:00 A.M. on
the same day.
The project is being funded, in part,
with CDBG-DR funds. Therefore, the
Bidder will be required to comply
with all Federal, State, and Local re-
gulations. These requirements in-
clude compliance with Section 3 em-
ployment plan, and the Contractor
must ensure that employees and ap-
plicants for employment are not
discriminated against because of
their race, color, religion, sex or na-
tional origin. The City of Minot
reserves the right to determine the
lowest responsible and eligible
bidder, to waive irregularities, and to
reject any or all bids.
The City of Minot strongly en-
courages maximum participation in
all bids by qualified Disadvantaged
Business Enterprises (DBEs),
Minority Business Enterprises
(MBEs), and Women Business En-
terprises (WBEs), small businesses,
and by local construction and demol-
ition companies, as prime contrac-
tors and as subcontractors.

Call For Bids
Sealed bids will be accepted from
now until midnight on Friday, April
29,2022 for graveling, maintaining
and snow removal on the township
roads in Mayland Township of Ward
County during the months of May
2022 though March, 2023. Opera-
tions are to be conducted on an as
needed basis or as determined by
the Board of Supervisors. Bids will
be opened at 9:00 A.M. on Monday,
May 6, 2022 during a special meet-
ing of the Township Supervisors
held at the Carpio Fire Hall in Car-
pio, No Dak. All bids will be con-
sidered final and no changes or al-
terations will be allowed. Contractor
is responsible for providing all equip-
ment, labor, hauling, fuel, material
and insurance necessary to com-
plete the projects. The bid should
include hourly rates for blading,
graveling, snow removal and cost of
gravel per ton. bidder must possess
a valid North Dakota Contractor’s
license. Mail sealed bids to Road
Bid, Mayland Township, Box 70,
Carpio, No. Dak. 58725. The Board
of Supervisors reserves the right to

of Minot Public Works building, 1025
31st St SE. The household hazar-
dous waste will be collected from
City of Minot garbage collection pa-
trons only, free of charge (please
bring identification). This service is
part of the City of Minot Sanitation
Utility. Household hazardous waste
includes items labeled danger,
flammable, corrosive, toxic or poiso-
nous, such as:

Lewis and Clark School Board
Regular Meeting
March 14, 2022
The regular meeting of the Lewis
and Clark School Board was called
to order at 7:01 pm in the Berthold
board room. Board members
present were Pank, Deaver, Schilla,
Lautenschlager, Erickson, Brown
and Schepp. Also present were Su-
perintendent Ritteman, Principal
Lahti, Principal Hochhalter, AD Ru-
dolph and Business Managers Lin-
dahl and Schenfisch. 25 guests
were present. A sign in sheet was
provided for all guests to enter
names. Motion was made by
Lautenschlager/Brown to approve
the agenda with the addition of 1
Principal item, 1 removal and 1 addi-
tion by Superintendent Ritteman,
and 1 removal from Business
Manager items. All yes. MC. Mo-
tion was made by Schepp/Deaver to
approve the minutes of the February
14, 2022 regular board meeting. All
yes. MC. Motion was made by
Brown/Pank to approve the minutes
of the February 17, 2022 special

The board and administration re-
viewed the bills and financial reports
for the district and activity accounts.
Motion to approve bills, district and
activity reports by Schilla/Schepp.
All yes. MC. Motion was made by
Brown/Pank to approve the Febru-
ary 2022 hot lunch report. All yes.
MC. Motion was made by
Schepp/Deaver to accept the open
enrollment applications for 4 stu-
dents to attend L&C North Shore
Plaza from New Town School Dis-
trict for the 2022-23 year. All yes.
MC. Pledge of securities were re-
viewed. Motion by
Lautenschlager/Pank to approve the
Pledge of Securities from First Inter-
national Bank & Trust as they were
reviewed and found to be adequate.
All yes. MC. Superintendent Ritte-
man read the Berthold Co-Op com-
mittee meeting minutes and recom-
mendations. The committee met on
1-20-22 at 7:00 p.m. Recommen-
dations are: Football – no coop after
the current coop with NSP expires;
no coop needed for Volleyball,
Cross Country, Golf and Basketball;
continue existing coop with DLB for
Wrestling, Softball and Track &
Field; and will wait on making a de-
cision for Baseball until season is in
progress. The committee will meet
again on May 4th to discuss Base-
ball. NSP AD Rudolph provided an
update on winter sports, district tour-
ney and upcoming sports. He then
discussed the North Shore Plaza
Co-Op committee. The committee
has met on 1-12-22, 2-14-22 and
3-8-22. Rudolph discussed a survey
that was sent out to community
members, parents and students re-
garding football, baseball and golf.
He shared the results with the
board. The NSP Co-Op
committee’s recommendation is to
coop with Lewis & Clark Berthold in
Baseball, Football and Golf. They
also looked at boys basketball
numbers. AD Rudolph relayed his
personal recommendation to the
board. There are some deadlines to
consider with these decisions.
Board discussion followed. Motion
by Brown to table this decision until
a later date. More discussion fol-
lowed including consideration of
longevity of a decision and stability
for kids. A special meeting may be
held to discuss. Motion was
seconded by Schilla. All yes. MC.
Superintendent Ritteman discussed
the ESSER funds. The original plan
for the ESSER funds was $465,958
for NSP school renovations and
$140,000 towards interventionist in
Berthold. The Engtech estimate for
NSP project came in at over
$2million. Discussion on how to pay
for this project. Superintendent
recommends waiting until 2027
when the Berthold lease revenue
bond is paid off and then pursue
another lease revenue bond. Since
the $465,958 needs to be spend by
2023, those funds will need to be
used elsewhere. Plan is to allocate
a total of $302,979 to each school.
Discussed options. Motion by
Schepp/Brown to allocate $150,000
ESSER funds towards a teacher in-
terventionist hire for 2 years at the
North Shore Plaza school focusing
on grades K-3. All yes. MC. Resig-
nation letter from Tawnya Iglehart
was presented to the board. Motion
was made by
Deaver/Lautenschlager to accept the
resignation of Tawnya Iglehart,
Lewis and Clark-District Art teacher.
All yes. MC. Superintended Ritte-
man discussed open positions for
the district which are LCSD Art,
Berthold English and Berthold 5th
grade. Asked the board to consider
offering a signing bonus to potential
candidates. Signing bonuses can
only be offered to 1st year teachers
who have not previously taught and
also to out of state applicants. Mo-
tion by Deaver/Brown to allow the
option of offering signing bonuses
for $2000 per year for 3 years for
core class teachers. All yes. MC.
Ritteman presented his recommen-
dation for filling the position of retir-
ing principal Melissa Lahti. He
recommends changing Principal
Jenkins role from high school princi-
pal to K-12 principal. He also
recommends hiring Paul Rudolph as
Dean of Students at Berthold. Ritte-
man discussed the roles each indivi-
dual would hold. He also said
Stephanie Roland and Lexie Guer-
rero will be the teacher
leaders/mentors. Motion by
Schepp/Pank for Jacob Jenkins to
be the K-12 principal for Berthold
School. All yes. MC. Motion by
Deaver/Schepp for Paul Rudolph to
be hired as Dean of Students for
Berthold School. All yes. MC. En-
rollment caps were discussed.
Current caps for the district are 20
students for grades K-2; 22 students
for grades 3-6; and 25 students for
grades 7-12. Ritteman recommends
lowering the NSP preschool cap to
15. He would also like to see the
caps for the Berthold school elim-
inated as there is space. Motion by
Pank/Deaver to change the NSP
preschool cap to 15 and eliminate
caps in Berthold. All yes. MC. Su-
perintendent Ritteman provided in-
formation regarding the COGNIA
visit. COGNIA replaced Advanced
Ed. This process is how our district
gets accredited. Both schools will
be working on this the next few
months. Steph Hochhalter will be
part of an external review team in
Tioga. Ritteman asked the board to
consider what they want to see for
goals and direction. Discussion
held. Principals report was present-
ed by Lahti. Schedules and regis-
tration for next year, Prom, 5th/6th
Music festival, PT conferences, NSP
Color Run, Music trip, Hunter Pinke
visit, and Bomber Buddy donations
were all mentioned in the report.
Principal Lahti also discussed
School Wide Title with the board.
Currently schools have to qualify in
order to receive help. If our district
moved to school wide title, more
kids could receive services. Motion
by Brown/Schepp to move to School
Wide Title for the district. All yes.
MC. The board reviewed the petition
and signatures provided by the
teachers’ association. Motion by
Schepp/Lautenschlager that the
School Board has investigated the
petition filed by the Lewis and Clark
Education Association requesting
that the association be recognized
as the representative organization
for the negotiating unit and has
determined that the Education Asso-
ciation does represent a majority of
the teachers within that unit. The
Board recognizes the Lewis and
Clark Education Association as the
representative organization for a
minimum of one year beginning
March 14, 2022. All yes. MC. The
board determined a negotiating
committee. The committee
members will be Schepp, Deaver
and Erickson. Pank will be an alter-
nate. President Erickson will set up
the Ground Rules meeting with the
Lewis and Clark Education Associa-
tion. A recess was taken at 9:15
p.m. The board reconvened at 9:22
p.m. The Superintendent evaluation
was completed. Motion by
Deaver/Schepp to approve the Su-
perintendent evaluation. All yes.

Lewis and Clark Special School
Board Meeting
March 30, 2022
The special meeting of the Lewis
and Clark School Board was called
to order at 7:00 p.m. in the Berthold
boardroom. Board members
present were Deaver, Schilla, Lau-
tenschlager, Schepp, Pank, Brown
and Erickson. Also present were
Superintendent Ritteman, ADs Knut-
son and Rudolph, and Business
Manager Lindahl. 30 guests were
present. A sign in sheet was provid-
ed for all guests to enter names.
Agenda Item:
1.Athletic Co-Ops
President Erickson stated that Su-
perintendent Ritteman, AD Knutson
and AD Rudolph are free to speak to
the board during the meeting. Lau-
tenschlager presented 2 examples
of co-op policies from NDSBA to the
board with the suggestion the board
develops policies for future guidance
on issues related to co-ops. Discus-
sion was held on what to do in the
immediate future. AD’s Knutson
and Rudolph spoke of the fines and
deadlines for different sports. Board
members continued a lengthy dis-
cussion. AD Rudolph recommend-
ed junior high football be released
from the co-op for fall 2022 if the
board plans to keep their previous
decision of dissolving sports co-ops
within the district. More discussion
followed. The boards consensus is
to remain with the previous motion
made in November which was to
split all athletic co-ops within the
Lewis & Clark School district. With
no further business, the meeting
was adjourned with a motion from
Deaver at 7:47 p.m. Second by
Schepp.

REQUEST FOR PROPOSALS

Manager Services
Dakota College at Bottineau (DCB)
is requesting proposals from capa-
ble individuals or firms for Agency
Construction Management (ACM)
services. This solicitation is for ser-
vices provided to a state agency,
with the authority and selection pro-
cess regulated by North Dakota
Century Code chapter 48-01.2-19.
The construction project to be
managed is the DCB and MiSU
Career and Technical Education
Center. It is a general renovation of
the former Trinity Health Building lo-
cated at 120 Burdick Expressway,
Minot, North Dakota.
The scope of work to be provided by
the selected individual or firm will
include, but is not limited to the
following:
1. Assist the design consultants with
the development of appropriate bid
packages for construction work that
can be completed prior to March 1,
2023.
2. Coordinate the work between
various trade groups to provide time-
ly and efficient execution of the pro-
ject.
3. Review requests for payment to
comply with Davis – Bacon federal
payroll requirements as well as work
completed or installed, and subse-
quently advise the design consultant
of same.
4. Act in the fiduciary interests of the
Owner (DCB) throughout the project
to ensure performance of the vari-
ous construction contracts is ap-
propriate and reasonable.
5. Routinely meet with contractors,
design consultant, and owner to en-
sure schedules and budgets are
maintained.
All project costs are funded through
the federal government via the
Housing and Urban Development
department, with the City of Minot
identified as the primary recipient of
funds, and DCB as the subrecipient
responsible for legitimate and lawful
disbursement of same. Proposals
must address the following criteria
and include a proposed fee for ser-
vices based on hourly rates. Note
that the successful applicant will
remain an independent contractor,
and not an employee of DCB.
1. The past performance of the per-
son with respect to prior public im-
provements.
2. The qualifications of proposed
personnel.
3. The willingness to meet time and
budget requirements of the govern-
ing body.
4. The business location of the per-
son.
5. The recent, current, and projected
workloads of the person.
6. Any related experience perform-
ing agency construction manage-
ment services on projects of com-
parable size and scope.
7. Any recent or current work by the
person for the agency (DCB).
8. The ability of the person to pro-
vide the bond for the person’s por-
tion of the work on the public im-
provement.
9. The possession by the person of
a class A contractor’s license
10. The methods proposed by the
person for successfully completing
the project as a construction
manager.
Any information included within the
request for proposals which differs
or conflicts with NDCC 48-01.2-19 is
unintentional, with all requirements
of the statute taking precedence.
All responses to this request for pro-
posals are due no later than April
29, 2022. All responses will be re-
viewed by the selection committee,
with interviews of the top three can-
didates conducted no later than 1
week following the receipt of propo-
sals by the Owner.
