Maybe the places needing electricity should just put up a windmill or a solar panel or two. Then they wouldn't need the line or gas<sarcasm off>

Generating electricity locally using natural gas produced locally in western North Dakota would eliminate the need for this costly transmission line and it would expedite the shift from using coal to using natural gas for generation.
