County eyes FEMA funds for COVID shelter for homeless

Ward County is looking to funding from the Federal Emergency Management Agency to support a shelter program for homeless residents who have tested positive for COVID-19.

The state initially set up and funded a shelter program in Minot in April. At the end of June, the state turned the program over to local agencies, said Jennifer Wiechmann, Ward County Emergency Management director. The shelter was then funded with CARES Act dollars through First District Health Unit.

The program began housing its first residents this summer, and as numbers of participants has increased in recent weeks, the county has become eligible for FEMA assistance. FEMA will reimburse 75% of costs.

Wiechmann addressed the Ward County Commission Tuesday to regarding funding for the remaining 25%. The commission agreed to use CARES funds but also has received an indication that the City of Minot may be willing to share that local cost. The county will further discuss cost sharing with the city.

To be eligible for shelter, homeless residents must test positive and be referred by the hospital, health unit or Ward County Human Service Zone. The Human Service Zone handles must of the administration. A local hotel is used for shelter housing, and the program includes 24-7 shelter staffing.
