Health officials order owners to re-secure Fairview

The owner of the former Fairview Lodge has been ordered to secure the building after a recent inspection found the dilapidated property has further deterioriated.

“In the state it is in now, it is a dangerous building,” said Lisa Otto-Westman, environmental health director with First District Health Unit, which issued the order.

The former motel at 1900 E. Burdick, near the fairgrounds, had been secured a year ago after First District took action. The health unit had ordered people living at the motel to vacate due to health concerns related to lack of water service and reported sewage issues. The City of Minot also had found the building to be out of compliance with zoning code in its use as apartments.

“Based on recent complaints that we have gotten, we went over there to take a look and it had been broken open again,” Otto-Westman said Monday. “There’s evidence of human occupation – not regularly from what we can tell.”

The building has deterioriated significantly, she said, and the owner has three days to secure it once receiving the order. The owner on record is Capped Out LLC of Bismarck.

“We will take additional steps to remediate the property, depending on what the owner decides,” Otto-Westman said. “It’s got numerous health and safety concerns and we will work with the city to abate the issues.”

Capped Out LLC bought Fairview in 2015, according to a deed filed with Ward County. Taxes were last paid on the property in August 2017, according to county tax records.
