Two Detroit men, one Minot woman charged with intent to deal fentanyl in Minot

Two Detroit men and a Minot woman were charged with intent to deal fentanyl in Minot on Friday.

David Ramone Taylor, 28, is charged in district court in Minot with Class B felony conspiracy to deliver fentanyl, Class B felony possession of fentanyl with intent to deliver, and Class C felony manufacture or delivery of drug paraphernalia. Kyle Kwon-Ken Rice, 28, is charged in district court in Minot with Class B felony conspiracy to deliver fentanyl. Annika Marie Stave, 41, Minot, is charged with Class B felony conspiracy to deliver fentanyl and Class A misdemeanor possession of a Schedule II opiate.

All three were scheduled to make initial appearances in district court on Monday before Judge Richard Hagar. Hagar set bond at $2,500 cash or corporate surety for Rice and at $10,000 cash or corporate surety for Taylor. Preliminary hearing dates for Rice and Taylor were scheduled for Sept. 3. The bond amount and hearing date for Stave was not immediately available.

According to the probable cause affidavit and citation filed with the court, the Ward County Narcotics Task Force executed a search warrant on Room 228 in a hotel located at 1605 35th Avenue SW in Minot and a rental car that were rented by Taylor on Friday. Rice and Stave were also in the room. Stave was sitting near the table of the room near a pile of gray powder that tested positive for fentanyl and a cellophane wrapper containing eight oxycodone. A backpack with an Amtrak luggage tag in Taylor’s name was located in the room. The backpack contained two GNC Inositol Powder bottles and a digital scale with suspected drug residue. One of the containers contained 80 grams of fentanyl. Taylor told police the backpack had been in the possession of Stave.

According to the affidavit, Facebook live videos on Taylor’s account indicated that Taylor and Rice had just arrived in Minot from Detroit, which is described as the major area of supply of illegal opioid drugs in the Minot area. Stave allegedly told police that she had just paid Taylor for a drug debt that she owed and she had just gotten the oxycodone and fentanyl from Taylor.
