Lupita Davis, Minot, charged with terrorizing, misuse of 911 call

Lupita Deannshae Davis, 28, Minot, is accused of calling 911 on Jan. 17 and making false reports to police about a break-in and a shooting. She is charged with Class C felony terrorizing, Class A misdemeanor harassment, and Class A misdemeanor providing false information to law enforcement.

According to a probable cause affidavit filed with the police, Davis was irritated when she was stopped by a police officer for a vehicle registration violation on the evening of Jan. 17. She was reportedly hostile to officers and said something to the effect of, “You got nothing better to do than stop this car.”

About half an hour later, she allegedly called 911 and reported that two people were breaking into a residence across the street at her northwest Minot address. Three police officers responded to the call and discovered that the residence Davis reported did not exist.

Seven minutes after that, Davis allegedly called 911 and reported that she had shot someone at the Guest Lodge. Two ambulances, a fire truck, and 13 law enforcement officers from the Minot Police Department, Ward County Sheriff’s Office, and Customs and Border Protection responded. They established a perimeter around the area and some people had to be ordered to leave. Police investigated and discovered that the call was unfounded and no one had been shot.

At 10:42 p.m., about 40 minutes after the second call, someone sent a message to the Minot Police Department’s Facebook page. The message, allegedly written by Davis, used profane and pejorative language and expressed the wish that the police and their families would die.

At 11:36 p.m., Davis allegedly called 911 again and said, “I’m going to send a bullet through someone.”

Davis was scheduled to make an initial appearance on Tuesday in district court before Judge Stacy Louser.
