mortgage, recorded against the
above described property by Ashley
D. Jones, executed and delivered to
Mortgage Electronic Registration
Systems, Inc., as Mortgagee, as
nominee for Town and Country
Credit Union, its successors and as-
signs, dated April 8, 2016, (“Mort-
gage”); and given to secure the pay-
ment of $170,050.00, and interest
and other fees and costs according
to the terms and obligations of a cer-
tain promissory note, is in default.

Notice is hereby given that the City
Council of the City of Minot, North
Dakota, will receive sealed propo-
sals for the performance of the City’s
2022 & 2023 Household Hazardous
Waste Program, at the office of the
City Clerk, 515 2nd Ave SW, Minot,
ND 58701 until 11:00 A.M., Local
Time, Thursday, January 27, 2022
at which time proposals will be pub-
licly opened and read in the Council
Chambers. All proposals must be
submitted, and all work shall be per-
formed in full and strict compliance
with:
1.The contract documents for the
2022 & 2023 Household Hazardous
Waste Program.
Copies of the Contract Documents
and proposal forms may be obtained
from the City of Minot’s Public
Works Office, 1025 31st St SE,
Minot, North Dakota, the City of
Minot website www.minotnd.org, or
by calling 857-4140. The program
shall consist of the collection, pack-
aging, transportation and disposal of
household hazardous waste and
e-waste. All proposals are to be sub-
mitted on the basis of cash payment
for the work and materials and are to
be enclosed in a sealed envelope
addressed to the undersigned City
Clerk and shall be executed by the
bidder as principal, and by a surety
company authorized to do business
in North Dakota, as a guarantee that
the bidder will enter into a contract
for performance of such work in
case the contract is awarded to it.
All bid security shall comply with
North Dakota State Law. There shall
be endorsed upon the outside of the
bid envelope, the following:
1. “Proposal for 2022 & 2023 House-
hold Hazardous Waste Program/
Project #4679”
2.The name of the person, firm or
corporation submitting the bid.
The City Council reserves the right
to hold proposals for thirty days, to
reject all proposals and to waive any
informality in any proposal.

Mayor Tollefson called the meeting
to order at 7:01 p.m. with roll call
and everyone being present except
for member Dickinson who called in
sick. Gantzer/Wheeler MSP to ap-
prove Mr. Dickinson’s absence. Re-
cital of the pledge was taken.
Fennewald/Gantzer MSP to approve
the agenda with revisions to the
amount of pending claims to be paid
along with additions including copies
of the bank statements, a revised
snow removal plan, attorney up-
dates, and setting the 2022 Equali-
zation meeting. Fennewald/Johns
MSP to approve the December
meeting minutes as revised remov-
ing John Doyle as being present for
the meeting. Financial reports, pay-
roll totals, and claims to be paid
were presented. The Auditor re-
layed that the bank reconciliations
still are unbalanced to date. All
members agreed to authorize Ms.
Johns access to help research and
balance the bank statements.
Clark/Fennewald MSP to approve
the December Financial Reports,
Payroll, and claims to be paid. A
listing of transfers was presented.
All members agreed that budgeted
funds unspent, would not warrant a
year end transfer. Johns/Fennewald
MSP to approve the list of 2021
Budgeted Year End Transfers with
wages and insurance transferred
only according to what was spent vs
budget. Chief Howe indicated it’s
been going well, busy, and talked to-
wards the 60-day personnel proba-
tionary period again not fitting ade-
quately for the officers.
Johns/Wheeler MSP to update the
Personnel Policy to add that the Pro-
bationary Period be set at 6 months
instead of 90 days for police officers
to cover their field training require-
ments. All members agreed that the
chief, auditor, and two police board
members perform the interviews as
required for hiring the full-time open
officer position. Snow removal was
mentioned with driveway cleanout
being a residential complaint as the
plow truck does not have a drop
wing. The option of purchasing a
gate for the plow was mentioned
with no immediate action taken.
Continuation of hall rental to Jubilee
Fellowship was opened for discus-
sion. All members agreed that no
changes be made to the hall rental
form and that Jubilee’s rental con-
tinuation be approved on a 90-day
booking period with a 30-day cancel-
lation notice in case changes come
up. Johns/Ganter MSP to to ap-
prove the Real Estate Lease Agree-
ment to store the street sweeper at
local residence 512 4th Ave S for
payment of $1.00 to the Landlord
along with the cost of insurance
through June 1, 2022. Discussion
was opened for the City’s election
seat cycle being off kilter as it does
not have an even number of
members up at one time.
Johns/Wheeler MSP to approve Mr.
Fennewald’s June resignation as
board member representative for
Ward 1. The Backflow program pro-
vided through the state was present-
ed to the members. Johns/Gantzer
MSP to approve the state mandated
Backflow Program along with 1st
Read to Ordinance 9.0124-Backflow
Prevention and Cross-connection.
Attorney update was given to the
members as Mr. Slorby verbally indi-
cated he cannot represent the City
until a personal property owner’s suit
he already represents is resolved.
All members agreed that renter’s
past due charges previously certified
to Ward County at 304 2nd ST NE
would not be waived. The snow re-
moval plan was presented to the
members with personnel, equip-
ment, operations, and main roads
defined within the City for process-
ing snow removal.
Fennewald/Johns MSP moved to
approve the 2021/2022 Snow Re-
moval Plan. Motion 2nd by Ms.
Johns. Voice vote with all in favor
except for Mr. Clark. Motion carried.
All members were informed of the
2022 Equalization Meeting date with
no objection along with Ward
County’s Mitigation Plan requiring a
representative from the City to at-
tend at least 3 meetings. The audi-
tor reported discontinuance of sup-
port and service on an application
that was previously purchased to
track assessments. Meeting ad-
journed at 9:16 p.m.
