Dakota, will accept sealed bids for

OTS coal and hauling, preferably

Wyoming coal; for the 2021-2022

school term. Tonnage per trip is ap-

proximately 35 tons, with average of

8 trips per year, estimated 1 trip per

month in the winter. Questions may

North Dakota Housing Finance

Agency (NDHFA) will hold a Public

Hearing for the proposed 2021

Housing Incentive Fund (HIF) Allo-

cation Plan on July 7, 2021, at 10:00

a.m., CT.

HIF supports the development of af-

fordable rental housing for low- to

moderate-wage workers, the state’s

aging population, individuals with

disabilities, and persons at-risk of

homelessness. The Plan sets forth

the procedures and criteria which

NDHFA will adhere to in allocating

HIF program dollars.

The Public Hearing is for interested

parties to provide either written or

oral comments regarding the pro-

posed HIF Plan. Persons who do not

attend the hearing may submit writ-

ten comments by 5:00 p.m., CT, on

July 6, 2021. The plan can be

viewed on NDHFA’s website,

www.ndhfa.org, beginning on June

21, 2021. Please contact NDHFA

prior to the hearing for accommoda-

tions or additional information.

The Fort Berthold Housing Authority

is requesting for 2 and 3 bedroom

modular homes to replace 21 homes

on the Fort Berthold Indian Reser-

vation. Homes will be approximately

1200-1600 Square Feet. Proposals

should not include foundations. Pro-

posals will be for a turn-key home in-

cluding, all stitching and seaming of

exterior and interior, all HVAC,

plumbing and electrical except for

electrical, water, and sewer connec-

tion. No proposals for manufactured

homes or homes built on metal

I-beams will be considered. Dead-

HEARING

June 9, 2021

On May 7, 2021, LTD Broadband

LLC (LTD) filed an application for

designation as an eligible telecom-

munications carrier (ETC) for the

purpose of receiving Federal Com-

munications Commission’s (FCC)

Rural Digital Opportunity Fund

Phase I funding in FCC specified

census blocks in North Dakota. The

FCC requires that LTD be designat-

ed as an ETC by June 7, 2021. LTD

proposes to provide these services

using a combination of its own facili-

ties and the facilities of other car-

riers.

The issues to be considered in this

matter are:

1. Is the applicant qualified under the

Telecommunications Act of 1996,

section 214(e) for designation as an

ETC eligible to receive federal

universal service funding?

2. What ETC universal service sup-

port area should be designated?

3. Is designation of the applicant as

an ETC in the public interest?

Those interested are invited to com-

ment on the application in writing.

Persons desiring a hearing must file

a written request identifying their in-

terest in the proceeding and the rea-

sons for requesting a hearing. Com-

ments and requests for hearings

must be received by July 19, 2021. If

deemed appropriate, the Commis-

sion can determine the matter

without a formal hearing.
