Plaintiff,

vs.

Nicole Lampkins,

Defendant.

Comes now the Plaintiff, Bradley

Lampkins, by and through his attor-

ney Jennifer M. Gooss, and for his

cause of action against the Defen-

dant, alleges as follows:

1. The parties have been residents

of the State of North Dakota for at

least the last six (6) months preced-

ing the commencement of this ac-

tion;

2. The Plaintiff and Defendant were

married on December 6, 2018, in

Minot, North Dakota, and ever since

have been and are now husband

and wife;

3. The parties separated on or

around August 16, 2019.

4. No other proceedings for Dissolu-

tion of Marriage or Legal Separation

have been commenced by either

party and are presently pending in

this state or any other jurisdiction;

5. Defendant is a member of the

armed services;

6. The parties have no children to-

gether. Defendant is not now preg-

nant, and no children are expected

to be born as a result of this mar-

riage;

7. The Plaintiff and Defendant have

acquired personal property during

their marriage, which requires an

equitable distribution;

8. The Plaintiff and Defendant have

incurred certain debts and obliga-

tions during their marriage which re-

quire an equitable distribution;

9. Irreconcilable differences exist

between the Plaintiff and Defendant,

which makes the continuance of the

marriage intolerable;

WHEREFORE, the Plaintiff prays for

judgment as follows:

1. For an absolute decree of divorce

from the Defendant;

2. For a fair and equitable division

and distribution of the property accu-

mulated by the parties during their

marriage;

3. For a fair and equitable division

and assignment of the debts accu-

mulated by the parties during their

marriage;

4. That neither party be obligated to

pay or receive spousal support; and

5. For any other such other relief

that the Court deems just and prop-

er.

November 17, 2020

The regular meeting of the Ward

County Commission was called to

order by Chairman Fjeldahl, at 9:34

AM with Commissioners, Rostad,

Pietsch, Walter and Weppler

present. Also present were depart-

ment heads Bradley Starnes, Dana

Larsen, Jason Blowers, Jennifer

Wiechmann, Kerrianne Boetcher,

Kristin Kowalczyk, Leona

Lochthowe, Marisa Haman, Melissa

Bliss, Robert Roed, Roza Larson

and Tammy Terras.

Moved by Comm. Weppler, second-

ed by Comm. Walter to approve the

agenda. Roll call; all voted yes; mo-

tion carried.

Moved by Comm. Weppler, second-

ed by Comm. Walter to approve the

minutes of the Regular Commission

Meeting on November 10, 2020 and

Special meeting on November 10,

2020. Roll call; all voted yes; motion

carried.

Moved by Comm. Rostad seconded

by Comm. Pietsch to approve the

regular bills totaling $570,677.11

and Human Service Zone Direct

cost bills totaling $3,075.50. Roll

call; all voted yes; motion carried.

Director of Tax Equalization Noreen

Barton appeared with a Memoran-

dum of Tax Roll Adjustments for the

Commission approval.

ed by Comm. Walter to approve the

Tax Roll Adjustments as presented.

Roll call; all voted yes; motion car-

ried.

County Engineer Dana Larsen

presented the Commission with

three bids for removal of collapsed

Bridge 156-49.0.

Moved by Comm. Weppler, second-

ed by Comm. Rostad to approve the

bid in the amount of $18,925.00

from Dig It Up Backhoe Service,

LLC. Roll call; all voted yes; motion

carried.

Mr. Larsen continued with an update

on the transition of the Highway

Department to their new facility. All

operations have moved to the new

location.

Ryan Gellner from ND Association

of Counties presented the Commis-

sion with information on the NDACo

Vision Zero Outreach Program. Vi-

sion Zero aims to establish a culture

of personal and community respon-

sibility where motor vehicle fatalities

and serious injuries are recognized

as preventable. The mission is to el-

iminate fatalities and serious injuries

caused by motor vehicle crashes. In

an effort to meet community respon-

sibilities the NDACo and the ND

Department of Transportation would

like to partner with Ward County and

create an Outreach Coordinator po-

sition within Ward County. This posi-

tion will be 100% fully funded, in-

cluding benefits, by the ND DOT and

managed by Mr. Gellner.

by Comm. Weppler to enter into

partnership with NDACo and ND

DOT and move forward accordingly.

Human Resource Director Tammy

Terras informed the Commission the

County COVID task force met yes-

terday to discuss the Governor’s

Statewide mask mandate. The

County will follow the mandate in

County Buildings. Sheriff Robert

Roed informed the Commission his

department will not seek out of-

fenders of the order but will respond

to any complaints that are received.

His goal is zero citations.

file the two emails from Andy

Bertsch and Vicki Michels. Roll call;

file the CARES Act Coronavirus Re-

lief Fund Eligibility Certification Law

Enforcement Payroll Reimburse-

ment. Roll call; all voted yes; motion

carried.

ed by Comm. Rostad to approve the

four Quit Claim deeds for foreclosed

properties redeemed by owner. Roll

call; all voted yes; motion carried.

Moved by Comm. Rostad, seconded

by Comm. Pietsch to reappoint Jef-

frey McElwain to the All Season Are-

na Board. Roll call; all voted yes;

motion carried.

Moved by Comm. Pietsch, second-

ed by Comm. Weppler to approve

advertising for the open position on

the Ward County Water Board.

Deadline for applications in De-

tern to the First District Health Unit

Planning Commission. Roll call; all

remaining open position with an ap-

plication deadline of December 7,

coverage must be maintained and

continued without change in cover-

age or beneficiary designation.
