Minutes of the Board of Ward
County Commissioners
October 20, 2020
The regular meeting of the Ward
County Commission was called to
order by Chairman Fjeldahl, at 9:00
AM with Commissioners, Rostad,
Pietsch, Walter and Weppler
present. Also present were depart-
ment heads Bradley Starnes, Dana
Larsen, Jason Blowers, Jennifer
Weichmann, Kristin Kowalczyk, Leo-
na Lochthowe, Marisa Haman,
Melissa Bliss, Noreen Barton,
Robert Roed, Roza Larson and
Tammy Terras.
Move by Comm. Weppler, seconded
by Comm. Pietsch to approve the
agenda. Roll call; all voted yes; mo-
tion carried.
Moved by Comm. Rostad, seconded
by Comm. Walter to approve the
minutes of the Regular Commission
Meeting on October 6, 2020. Roll
call; all voted yes; motion carried.
Moved by Comm. Walter seconded
by Comm. Weppler to approve the
regular bills totaling $651,309.63
and Human Service Zone Direct
cost bills totaling $20,773.76. Roll
call; all voted yes; motion carried.
Sheriff Robert Roed presented Ma-
jor Chief Deputy Paul Olthoff (20
years) and Captain Chris Ray (10
years) with County Centennial Coins
for their years of service with Ward
County.
Jackie Larson from Western In-
surance presented the Commission
with and insurance agent proposal
followed by Cherisse Burns from
First Western Insurance also
presenting. The Commission fol-
lowed up with questions for both
companies.
Moved by Comm. Weppler, second-
ed by Comm. Walter to table the de-
cision regarding County Insurance
agents for further consideration. Roll
call; all voted yes; motion carried.
Ryan Ackerman representing the
Souris River Joint Board gave the
Commission information regarding
the FEMA appeal process, challeng-
ing the flood insurance study/rate
maps for the citizens of Minot and
Ward County.
Moved by Comm. Weppler, second-
ed by Comm. Walter to recess until
10:15 AM. Roll call; all voted yes;
motion carried.
Moved by Comm. Pietsch, second-
ed by Comm. Weppler to reconvene
the regular meeting at 10:16 AM.
Roll call all voted yes; motion car-
ried.
Moved by Comm. Weppler, second-
ed by Comm. Pietsch to open the
public hearing regarding the sale
prices for 2020 foreclosed properties
at 10:16 AM. Roll; all voted yes; mo-
tion carried.
City of Surrey Administrator Diane
Fugere appeared with a recommen-
dation regarding the foreclosed pro-
perty in Surrey City. The City of
Surrey is recommending the sale
price be increased from $14,000 to
$25,000, as most of the lots in that
area are selling for around $25,000.
City of Minot Finance Director David
Lakefield also appeared requesting
reconsideration regarding the sale
priced for foreclosed properties lo-
cated in the City of Minot. He would
like to see the prices increased to
cover the specials or to make the
buyer aware there are specials
owed on the property.
City of Kenmare Council Member
appeared via telecom to request the
sale process for the foreclosed pro-
perties located in the City of Ken-
mare be reduced to help the proper-
ty sell.

by Comm. Weppler to close the pub-
lic hearing at 10:44 AM. Roll call; all
voted yes; motion carried.
Moved by Comm. Rostad, seconded
by Comm. Walter to approve the
sale prices for the 2020 foreclosed
properties as present. Roll call; all
voted yes; motion carried.
Major Chief Deputy Paul Olthoff ap-
peared with a Memorandum of
Understanding between Community
Medical Services, an Opioid Treat-
ment Program and Ward County
Jail.
Moved by Comm. Weppler, second-
ed by Comm. Rostad to approve the
Memorandum of Understanding
between Community Medical Ser-
vices, an Opioid Treatment Program
and Ward County Jail. Roll call; all
voted yes; motion carried.
Olthoff continued with requesting ap-
proval for the annual contract with
IDEMIA. This contract is for the Live
Scan machine used for finger print-
ing. The contract will be paid using
funds from the jails 2021 budget.
Moved by Comm. Rostad, seconded
by Comm. Pietsch to approve the
contract between IDEMIA and the
Ward County Jail. Roll call; all voted
yes; motion carried.
Building Supervisor Leo Schmidt ap-
peared with a Joint Powers agree-
ment with Eureka Township. The
Joint Powers agreement will give
Ward County building permit and in-
spection authority in Eureka Town-
ship.
Moved by Comm. Pietsch, second-
ed by Comm. Walter to approve the
Joint Powers agreement between
Eureka Township and Ward County.
Roll call; all voted yes; motion car-
ried.
Emergency Management Director
Jennifer Weichmann appeared and
informed the Commission that Ward
County has received $13,797.75
from FY 2020 State Homeland
Security Grant Program. The grant
funds will be used to purchase gear
for the Ward County Dive Team.
Facilities Management Director Leo-
na Lochthowe informed the Com-
mission the Minot Daily News Editor
contacted her and is willing to allow
the County to use 20 parking spots,
in return the County would provide
the Minot Daily News with snow re-
moval.
Moved by Comm. Weppler, second-
ed by Comm. Walter to approve us-
ing the Minot Daily News Parking lot
and have a memorandum of under-
standing agreement drafted and
signed by the Chairman and the
Minot Daily News. Roll call; all voted
yes; motion carried.
County Highway Engineer Dana Lar-
sen appeared with the annual
Maintenance Certification. By the
chairman signing, Ward County is
certifying that all federal aid highway
projects are being maintained in ac-
cordance with the ND DOT Con-
struction and Maintenance Agree-
ment. A Construction and Mainte-
nance Agreement is also signed be-
fore using federal finds on projects.
Moved by Comm. Walter, seconded
by Comm. Pietsch to approve and
authorize the Chairman to sign the
Maintenance Certification. Roll call;
all voted yes; motion carried.
Mr. Larsen continued with a request
to approve the County Federal Aid
Program 2021. Ward County
Federal Aid program 2021 has an
estimated total of $829,091. The
funds will be used for the following
bridge projects BRR-0051(053) PCN
22773 Ward County Bridge Bundle;
BRO-0051(054) PCN 22782, Br NO
51-106-13.0 1-mile east and 1-mile
south of Kenaston; and recently ad-
ded thee bridge 2 miles east of
Sawyer.
Moved by Comm. Weppler, second-
ed by Comm. Pietsch to approve the
Proposed County Federal Aid Pro-
gram Sheet sent to Ward County by
the ND NOT with the addition of the
bridge project located two miles east
of Sawyer. Roll call; all voted yes;
motion carried.
Mr. Larsen’s final item for the Com-
mission approval was the prelim-
inary engineering for bridge replace-
ment. After visiting with the ND DOT
concerning the Velva/Sawyer
Bridge, Mr. Larsen has targeted the
2021 November bid letting. In order
to meet this timeline an engineering
consultant needs to be hired as
soon as possible.

by Comm. Weppler to authorize ad-
vertising of preliminary engineering
services for the replacement of the
township bridge located 2 miles east
of Sawyer on the Ward County and
McHenry County line. Roll call; all
voted yes; motion carried.
Human Resource Director Tammy
Terras appeared with several agen-
da items for the Commission appro-
val. Her first item was a request for
approval of the new Employee Rela-
tions Policy.
Moved by Comm. Weppler, second-
ed by Comm. Walter to approve the
Employee Relations Policy with the
word “portfolio” changed to
“appointed”.
A brief discussion was held.
Roll call; Commissioners Weppler
and Rostad voted yes, Commis-
sioners Walter, Pietsch and Fjeldahl
voted no; motion failed.
Moved by Comm. Pietsch, second-
ed by Comm. Weppler to approve
the Employee Relations Policy with
the word “portfolio” changed to
“appointed” and add the language “if
the employee’s or Department
Head’s concern is not resolved it will
then be brought to the County Com-
mission.
The discussion continued.
Roll call; Commissioners Weppler
and Pietsch voted yes, Commis-
sioners Walter, Rostad and Fjeldahl
voted no; motion failed.
Moved by Comm. Weppler to table
the approval of the Employee Rela-
tions policy; motion failed due to lack
of second.
Moved by Comm. Walter, seconded
by Comm. Pietsch to approve the
Employee Relations Policy with the
word “portfolio” changed to
“appointed” and add the language “if
the employee’s or Department
Head’s concern is not resolved it will
then be brought to the County Per-
sonnel Committee and they will
bring a recommendation to the Com-
mission. Roll call; all voted yes, ex-
cept Comm. Weppler who voted no;
motion carried.
Ms. Terras continued with
Employee’s Voluntary Insurance
Benefit plans. After receiving and re-
viewing 3 proposals from various
dental health insurance providers
Ms. Terras is recommending the
County move from Lincoln Dental to
Delta Dental.
Moved by Comm. Weppler, second-
ed by Comm. Rostad to approve the
recommendation and move from
Lincoln Dental to Delta Dental for
County employee dental health
benefits. Roll call; all voted yes; mo-
tion carried.
Ms. Terras continued with a recom-
mendation to add AFLAC group
plans in addition to the current indivi-
dual plan options available to em-
ployees.
Moved by Comm. Pietsch, second-
ed by Comm. Walter to approve the
recommendation and add AFLAC
group plan options for employees.
Roll call; all voted yes; motion car-
ried.
She also recommended adding Met-
Life Short Term Disability option for
employees. Moved by Comm.
Weppler, seconded by Comm.
Walter to approve adding MetLife
Short Term Disability option for em-
ployees. Roll call; all voted yes; mo-
tion carried.
Ms. Terras final recommendation re-
garding Employee Voluntary In-
surance Benefits is to change the
Medical and Dependent Care Flexi-
ble Spending Account administrator
to Discovery Benefits.

by Comm. Walter to approve the
recommendation to change the
Medical and Dependent Care Flexi-
ble Spending Account administrator
to Discovery Benefits. Roll call; all
voted yes; motion carried.
Ms. Terras continued with a discus-
sion regarding yearly appointed offi-
cial evaluation process. She
presented the Commission with an
update to the evaluation period poli-
cy and procedures regarding depart-
ment head evaluations.
Moved by Comm. Weppler, second-
ed by Comm. Pietsch to approve the
evaluation policy and procedures as
presented. Roll call; all voted yes,
except Comm. Walter who voted no;
motion carried.
Yearly appointed official evaluations
were scheduled for Thursday, No-
vember 19th, 2020.

payroll amendments for J.
Berg-Sheriff Department/Jail; S.
Eslinger-Highway Department; and
J. Murray- Facilities Management.

the Minot Area Chamber of Com-
merce- Economy at a Glance. Roll

ed by Comm. Walter to receive and
file monthly reports including finan-
cials. Roll call; all vote yes; motion
carried.
Moved by Comm. Weppler, second-
ed by Comm. Walter to approve the
quit claim deeds for foreclosed pro-
perties redeemed by previous own-
er. Roll call; all voted yes; motion
carried.
Moved by comm. Weppler, second-
ed by Comm. Pietsch to approve the
duplicate warrant for Hoffarth Sanita-
tion. Roll call; all voted yes; motion
carried.

Schumaker to the Ward County
Planning and Zoning Commission.

use the County steps to hold a vigil
to commemorate Transgender Day
of Remembrance on November

contract between the First District
Health Unit and the Ward County

tiff and Nathan Smith Holdings, LLC,
