Notice is hereby given that the
County Commissioners of the Coun-
ty of Ward, North Dakota, will re-
ceive proposals for the following pro-
jects:
BRO-0051(055) – PCN 23061
Ward County is seeking proposals
from prequalified engineering firms
to perform preliminary engineering
on the following project in Ward
County Scheduled to be included in
the NDDOT November 12, 2021 Bid
Letting.
BRO-0051(055) – PCN 23061
Bridge Replacement of Structure
No. 51-156-49.0; 181st ST SE, Over
the Mouse River, 2 Mile East of
Sawyer.
Work to be performed by Consultant
includes: Creation of PCR or Prob-
lematic Exclusion Document, SOV,
Environmental Documents, ROW or
Easements, Plans, Bid documents,
and additional services, if required,
may be negotiated and supplemen-
tal agreements issued, based on the
outcome of the environmental docu-
ment, consultant performance, the
consultant’s proposal, and available
funding.
Selection will be on the basis of the
following criteria:

¯Ability of professional personnel
¯Willingness to meet time and budg-
et requirements
¯Location
¯Recent, current, and projected
workloads of the persons and/or
firms
¯Related experience on similar pro-
jects
¯Project understanding, issues, &
approach
Ward County tentatively plans to
conduct formal interviews the week
December 7th, 2020.

posals received at the office of the
Ward County Engineer (200 72nd
St SE, PO Box 5005, Minot, ND
58702-5005) prior to 4:30 P.M., No-

The County Commissioners of Ward
County reserve the right to reject
any or all proposals, to waive any ir-
regularities and to hold proposals for
a period not to exceed Thirty (30)
days from the date of opening.

ANALYSES OF THE STATEWIDE
MEASURES APPEARING ON THE
ELECTION BALLOT
NOVEMBER 3, 2020
The following analyses are for the
two measures appearing on the
statewide general election ballot on
November 3, 2020. This publication
is required by section 16.1-01-07 of
the North Dakota Century Code to
enable voters to become familiar
with the effect of proposed meas-
ures. The full text of each measure
is available on the Secretary of
State’s website at vote.nd.gov or by
requesting a copy from the Elections
Unit, Secretary of State’s office at
(800) 352-0867, ext. 328-4146, or
from the office of any County Audi-
tor.
Analysis of Constitutional
Measure No. 1
Constitutional Measure No. 1 was
placed on the ballot by action of the
2019 North Dakota Legislative As-
sembly with the passage of Senate
Concurrent Resolution No. 4016
(2019 Session Laws, Ch.536). If ap-
proved, this constitutional measure
would amend and reenact subsec-
tions 2 and 6 of section 6 of Article
VIII of the North Dakota Constitution
relating to the state board of higher
education.
The proposed amendments to sub-
section 2 would increase the number
of board members from eight to fif-
teen; prohibit state legislators, elect-
ed state officials, state employees,
and individuals employed full time by
any institution under the board’s
control from serving on the board;
increase the term of appointment of
board members from four to six
years with the option for reappoint-
ment to a nonconsecutive second
term; and replace the chief justice of
supreme court on the board nom-
inating committee with the secretary
of state. The proposed amend-
ments to subsection 6 would require
the board to meet at least annually
with the head of each institution
under its control.
The estimated fiscal impact of this
measure is $147,000 per biennium.
Voting “YES” means you approve
the measure as summarized above.
Voting “NO” means you reject the
measure as summarized above.
Analysis of Constitutional
Measure No. 2
Constitutional Measure No. 2 was
placed on the ballot by action of the
2019 North Dakota Legislative As-
sembly with the passage of Senate
Concurrent Resolution No. 4001
(2019 Session Laws, Ch.537). If ap-
proved, this constitutional measure
would amend and reenact section 9
of Article III of the North Dakota
Constitution relating to initiated con-
stitutional amendments.
The proposed amendments require
an initiated constitutional measure to
be placed only on a general election
ballot and, if approved by the voters,
be submitted to the subsequent leg-
islative assembly. If the legislative
assembly approves the constitution-
al measure, it becomes law. If the
legislative assembly does not ap-
prove the constitutional measure,
the measure must be placed on the
ballot again at the next general elec-
tion, and, if approved by the voters,
it becomes law.
The estimated fiscal impact of this
measure is none.
Voting “YES” means you approve
the measure as summarized above.
Voting “NO” means you reject the
measure as summarized above.
