All land owners must have ditches

mowed to a minimum 4 inch stubble

height and a minimum 9 foot mower

width between Sept. 15 – Oct. 1st,

2020. Sundre Township will con-

tract mowing for ditches not com-

pleted by October 1, 2020 and ex-

penses will be levied as taxes

against land owner.

MENTS 3RD STREET TANK

DEMOLITION AND PIPING IM-

PROVEMENTS PROJECT

CITY OF MINOT, WARD COUNTY,

NORTH DAKOTA

NOTICE IS HEREBY GIVEN that

the City of Minot, North Dakota, in-

vites and will receive sealed propo-

sals (bids) up to the hour of 10:00

a.m., local time, on September

23rd, 2020, for the furnishing to the

City of Minot of all transportation, la-

bor, materials, tools, equipment, ser-

vices, permits, utilities, and other

items necessary to construct said

work, in accordance with the draw-

ings and contract documents on file

in the office of the City Clerk, Minot,

North Dakota. At said time, said pro-

posals will be publicly opened and

read aloud at Council Chambers at

City Hall of the City of Minot, North

Dakota located at 515 2nd Ave SW,

Minot, ND 58701.

Bids shall conform to and be respon-

sive to the Contract Documents for

the work. The Contract Documents

will be available after August 28th,

2020. Copies of the Contract Docu-

ments will be on file and may be ex-

amined by appointment during nor-

mal office hours at the following lo-

cation:

The scope of work consists of, but is

not limited to, the demolition and re-

moval of an existing 1 MG steel

ground water storage reservoir in-

cluding a pre and post construction

lead-based paint risk assessment,

pump house with underground pump

pit, building foundation, reservoir

gate chambers, overflow pipe

headwall, and underground site pip-

ing and valves; abandonment of ex-

isting water main and overflow pipe

with CLSM; removal of bituminous

and concrete roadway, curb and

gutter, water main, gate valves,

valve manholes, and fire hydrant as-

semblies; installation of 131 LF of 12

inch water main, (4) 12 inch gate

valves, (1) fire hydrant assembly, (1)

hydraulic control valve manhole, bi-

tuminous pavement patch, concrete

pavement patches, curb and gutter;

imported topsoil; seed bed prepara-

tion and seeding with hydro-mulch;

earthwork and site grading; erosion

control; traffic control; with appurte-

nances and incidental items.

set, non-refundable, or a CD may

be obtained with the documents in

ceipt of payment of $40 per set,

Planholders List, Addendums, and

Bid Results will be available from

the “Bid Info” link located on the

Houston Engineering, Inc. web site.

Each bid shall be submitted on a

form furnished as part of the con-

tract documents and must be ac-

companied by a separate envelope

containing a Bidder’s Bond with Ack-

nowledgement of Surety in an

amount not less than 5% of the full

amount of the bid made payable to

the order of or for the benefit of the

City of Minot, North Dakota. The bid

bond shall be executed by the bidder

as principal and by a surety com-

pany authorized to do business in

the State of North Dakota, condi-

tioned that if the principal’s Bid be

accepted and the contract awarded

to the principal, within ten (10) days

after Notice of Award, the Principal

shall execute a contract in accor-

dance with the terms of the bid and

contractor’s performance and pay-

ment bonds as required by law and

the regulations and determinations

of the City of Minot. A bid submitted

without this information properly en-

closed in the bid bond envelope

shall not be read nor considered and

the envelope shall be resealed and

bid returned to the bidder immedi-

ately. Each bid shall be sealed and

delivered to the City of Minot at the

location designated in this notice for

the opening of proposals at or before

the time in this notice provided.

All Bidders shall hold a valid North

Dakota Contractor’s license of the

proper class and shall enclose a

copy of the license or Certificate of

Renewal of the license in the same

envelope as the Bidder’s Bond.

The work is to be substantially com-

pleted and operational by June 1,

2021. Final completion shall be

July 1, 2021.

The City of Minot will award the con-

tract to the lowest responsive and

responsible Bidder. The City of

Minot reserves the right to reject any

and all bids, and to waive any and

all irregularity in any bid.

REQUEST FOR QUALIFICATIONS

FOR

Engineering Services

North Prairie Regional Water District

(NPRWD), in accordance with the

State Water Commission Funding

requirements, is soliciting a Request

for Qualifications (RFP). The RFQ

will be for engineering design and

construction services for expansion

of the NPRWD system in 2020.

NPRWD may utilize the selected

firm for only this project or may elect

to utilize the selected firm for a

multi-year period for all of its en-

gineering needs.

Respondents are prohibited from

contacting any representative of

NPRWD regarding this RFQ. Any

questions on this RFQ shall be in

writing and will be shared with any

other interested firm. All responses

must be received by 5:00 p.m. Mon-

day, September 28, 2020.

Responses shall include:

1. Written proof that applicant has

been engaged in full-timebusiness

operations, for profit, in its existing

form(whether sole proprietorship,

partnership, joint venture orcorpora-

tion) for not less than five (5) years

prior to thedate of this notice.

2. Applicant’s principle place of busi-

ness of the staff whichwill be pri-

marily involved and the location of

theheadquarters of the firm.

3. The experience and qualifications

of the staff to be assignedto and pri-

marily working on the NPRWD pro-

ject.

4. At least three references with ex-

perience regarding thefirm’s capa-

bilities and past work performance.

5. A listing and description of the

firm’s current and projectedworkload

for the next two (2) years and a nar-

rative on howthe NPRWD project

would be staffed and work allocated.

Conditions of Proposal Considera-

tion:

Points will be awarded for these cri-

teria:

1. Prior experience of applicant in its

present form as engineerfor rural

water systems construction projects

involving notless than $3 million in

construction costs. (maximum of

20points)

2. Prior experience of applicant in its

present form with StateWater Com-

mission and ND State Revolving

Loan Program (Maximumof 25

points.)

3. Professional credentials of the ap-

plicant in its present form(or the

applicant’s key personnel who will

work on thisproject). Points will be

awarded for owners/employees of

theapplicant who have been with the

applicant firm as an owneror

full-time employee for not less than

two (2) years priorto the date of this

notice and only for persons who

arepracticing in the states in which

their principle place ofbusiness is lo-

cated. (maximum of 15 points)

4. Prior experience of applicant in its

present form for NPRWDprojects.

(maximum of 20 points)

5. Work load capacity of the appli-

cant in its present form -ability to

complete the project with existing

staff withinthe required time limits.

Applicant must demonstrate how

andwith what staff it proposes to

perform the project

managementfunctions. Only staff

who are full-time employed by

theapplicant for not less than twelve

(12) months prior to thedate of this

notice will be considered in awarding

pointsunder this criteria, although

applicant may hire otherpersonnel

after selection. (Maximum of 15

points)

6. Location. Preference given to

firms headquartered in NorthDakota.

(maximum of 5 points)

Proposals will be reviewed by

NPRWD with selection based upon

the evaluation of the written propo-

sals. NPRWD may elect to hold in-

terviews with applicants.

Once the selection process is com-

plete, NPRWD will evaluate fee

structures of the selected engineer

and negotiate an agreement for the

scope of work and services pro-

posed. In the event NPRWD cannot

negotiate an agreement to its satis-

faction, NPRWD reserves the right

to negotiate with other firm(s) who

have responded or to resolicit for

Request for Qualifications.

All costs involved in responding to

this Request for Qualifications are

the responsibility of the firm submit-

ting the Request for Qualifications.
