ADVERTISEMENT FOR BIDS

Notice is hereby given that sealed

bids will be received for the City of

Benedict Water Distribution System

Project B20-00-038, McLean Coun-

ty, ND. Bids will be received by

Teresa Sundsbak, at the office of

the North Prairie Regional Water

District until 11:00 a.m. on October

5, 2020 and then at said office all

bids properly submitted will be pub-

licly opened and read aloud. Digital

copies of the Bidding Documents

are available at

www.questcdn.com for a fee of

$30.00. These documents may be

downloaded by selecting this project

from the “Bid Documents” tab and

by entering Quest Project Number

7310580 on the “Search Projects”

page. For assistance and free

of the Bidding Documents may be

obtained from the Interstate En-

gineering office located at 2035 12th

Avenue SW, Jamestown, ND, phone

per set. The bidding and contract

documents may also be examined

at the Interstate Engineering office

where the plans and specs originate.

The project will consist of the follow-

ing approximate quantities:

2920 LF 3″ SDR-21 Water Main,

3025 LF 4″ SDR-21 Water Main, and

apparatuses.

Each bid will be submitted on the

basis of a cash payment for work. It

will be enclosed in a sealed en-

velope addressed to the above men-

tioned Teresa Sundsbak, 3811 Bur-

dick Expressway East Minot, ND

58701 and shall be designated that

the bid is for “City of Benedict Water

Distribution System B20-00-038.”

The bid shall be accompanied by a

Bidder’s Bond in a separate en-

velope in the amount of five percent

(5%) of the full amount of the bid,

executed by the Bidder as Principal

and by a Surety Company author-

ized to do business in ND. If the

Principal’s bid is accepted by the

North Prairie Regional Water District

and the contract awarded, the princi-

pal, within ten (10) days after the

Notice of Award, will be required to

execute and effect a contract in ac-

cordance with the terms of the

principal’s bid and any requirements

and conditions of the OWNER.

Bidders on this work will be required

to comply with Title 40 CFR Part

33- Participation by Disadvantaged

Business Enterprises in the United

States Environmental Protection

Agency Programs. The require-

ments for bidders and contractors

under this regulation concern utiliza-

tion of Minority Business Enterprises

(MBE), Women’s Business Enter-

prises (WBE), and Small Business

Enterprises (SBE) and are explained

in the specifications. The goal for

MBE is 2% of the total dollar value

of the project. The goal for WBE is

3% of the total dollar value of the

project. To demonstrate a good faith

effort to comply, bidders must in-

clude the MBE/WBE subcontractor

solicitation form in the bid package.

Bidders on this work will be required

to comply with the President’s Exe-

cutive Order No. 11246, as amend-

ed. The requirements for bidders

and contractors under this order are

explained in the specifications.

Bidders on this work will be required

to comply with American Iron and

Steel requirements of the Consoli-

dated Appropriations Act, 2014. The

requirements for bidders and con-

tractors under this regulation are ex-

plained in the specifications. A

Contractor’s Bond, as required by

Section 48-01.2-10 of the North

Dakota Century Code, shall be in-

cluded with the executed Contract

Documents. The Bid Security shall

be as required in Section 48-01.2-05

of the North Dakota Century Code.

All bidders must be licensed for the

highest amount of their bids, as re-

quired by Section 43-07-05 of the

North Dakota Century Code and a

copy of the license or certificate of

renewal thereof issued shall be en-

closed in the required bid bond en-

velope. No bid will be read or con-

sidered which does not fully comply

with the above provisions as to Bond

and Licenses, and any deficient bid

submitted will be resealed and re-

turned to the Bidder immediately.

The OWNER retains the right to re-

ject any or all of the bids submitted

and to waive any informality in any

bid and to hold all bids for a period

not to exceed thirty (30) days from

said date of opening and to hold the

three low bids and bid securities for

a period not to exceed sixty (60)

days from said date of bid opening.

The work on the improvements is to

commence upon a date to be speci-

fied by the OWNER, notice of which

will be given to the successful bidder

ten (10) days in advance of the start

of construction. The Contractor will

be required to commence construc-

tion, and in an approved sequence,

complete the project by July 30,

expire on Jan. 1, 2021, in accor-

dance with North Dakota Century

Code 4.1-73-10. Present brand own-

ers have the right to rerecord their

brands. If a brand is allowed to ex-

pire, ownership interest of the brand

will be lost and the brand may no

longer be used.
