time, on the 29th day of September,

2020, where and at which time they

The scope of work will generally

consist of a lump sum bid for the re-

moval and replacement of over

9,000 feet of 15kV Rated Cable, the

installation of an 800A, 277/480V

Rated Generator Docking Station,

and the removal of two (2) 750kVA

Sealed CO2 Gas Insulated

Transformers. One of the removed

transformers will be replaced with

the noted generator docking station

while the other will be replaced with

a 750kVA Dry Type Transformer.

Bid Alternate No. 1 includes a lump

sum bid cost deduct for excluding

the removal of one (1) 750 kVA

Sealed CO2 Gas Insulated

Transformer and excluding the in-

stallation of one (1) 750 kVA Dry

Type Transformer from the Base

Bid. Only the Base Bid or the Base

Bid and Bid Alternate No. 1 will be

awarded:

Contract No. 1. – Electrical Con-

struction Base Bid: Work generally

includes mobilization, bonding, and

insurance; Removal and installation

of approximately 9,000 feet of 15kV

Rated Cable, the installation of an

800A, 277/480V Rated Generator

Docking Station, and the removal of

two (2) 750kVA Sealed CO2 Gas In-

sulated Transformers. One of the

removed transformers will be re-

placed with the noted generator

docking station while the other will

be replaced with a 750kVA Dry Type

Transformer. Work may also in-

clude electrical site work and con-

trols, and miscellaneous related con-

struction, equipment, and appurte-

nances.

Bid Alternate No. 1 to Contract

No. 1. – Electrical Transformer

Deduct: Excludes the removal of

one (1) 750 kVA Sealed CO2 Gas

Insulated Transformer and excludes

the installation of one (1) 750 kVA

Dry Type Transformer and all electri-

cal transformer associated work

from Contract No. 1 – Base Bid.

All Bids shall be prepared according

to the Instruction to Bidders con-

tained within the Project Manual. All

Bidders shall attend the MANDATO-

RY Pre-Bid walkthrough/conference

at the project site on September

22nd, 2020 at 2:00 pm. Each Bid

shall be accompanied by a

separate envelope containing a Bid

Security in the form of a Bidder’s

Bond executed by the Bidder as

principal and by a surety company

authorized to do business in the

State of North Dakota, payable to

the Garrison Diversion Conservancy

District, in a sum equal to five per-

cent (5%) of the full amount of the

Bid. This is to serve as a guarantee

that the successful Bidder will enter

into a Contract within fifteen (15)

days of Notice of Award, in accor-

dance with the terms of the

principal’s Bid and Contractor’s

Bond as required by law and regula-

tions and determinations of Garrison

Diversion Conservancy District, for

the performances of such Work.

Only Bids that are accompanied by

such a Bond will be considered. All

Work shall be performed in accor-

dance with the Bidding Documents

on file in the Office of Garrison

Diversion Conservancy District, Car-

rington, ND, where they may be

seen and examined. Bidders must

be licensed for the full amount of the

Bid as required by North Dakota

Century Code 43-07-12. Each Bid

shall contain a copy of the

Contractor’s license or certificate of

renewal thereof issued by the Secre-

tary of State. All Bids must be sub-

mitted on the Bid Form furnished by

the Engineer. No Bid will be read or

considered that does not fully com-

ply with the above provisions and

other provisions contained within the

Bidding Documents, and any defi-

cient Bid submitted will be returned

to the Bidder unopened. Contracts

shall be awarded on the basis of the

low Bid submitted by a responsible

and responsive Bidder deemed most

favorable to Garrison Diversion’s in-

terest. All Bids shall be contained in

a sealed envelope plainly marked

showing that such envelope con-

tains a Bid for the Project. In addi-

tion, the Bidder shall place upon the

exterior of such envelope the follow-

ing information:

1. Project Name and Work covered

by the Bidder (General).

2.The name of the Bidder.

3.Federal ID Number

4.Separate envelope containing Bid

Bond, a copy of Contractor’s

License or Renewal Certificate, and

proof of insurance.

5.Acknowledgement of all Addenda.

The Garrison Diversion Conservan-

cy District reserves the right to reject

any and all Bids, to waive any infor-

mality in any Bid, to hold all Bids for

a period not to exceed thirty (30)

days from the date of opening Bids,

and to accept the Bid deemed most

favorable to the interest of the Own-

er. After the Bid opening, the Owner

will return Bid Security of all except

the three lowest responsible

Bidders. When a Contract is award-

ed, the remaining unsuccessful

Bidder’s Bonds will be returned.

DEMOLITION AND PIPING IM-

PROVEMENTS PROJECT

CITY OF MINOT, WARD COUNTY,

NORTH DAKOTA

NOTICE IS HEREBY GIVEN that

the City of Minot, North Dakota, in-

vites and will receive sealed propo-

sals (bids) up to the hour of 10:00

a.m., local time, on September

23rd, 2020, for the furnishing to the

City of Minot of all transportation, la-

bor, materials, tools, equipment, ser-

vices, permits, utilities, and other

items necessary to construct said

ground water storage reservoir in-

cluding a pre and post construction

lead-based paint risk assessment,

pump house with underground pump

pit, building foundation, reservoir

gate chambers, overflow pipe

headwall, and underground site pip-

ing and valves; abandonment of ex-

isting water main and overflow pipe

with CLSM; removal of bituminous

and concrete roadway, curb and

gutter, water main, gate valves,

valve manholes, and fire hydrant as-

semblies; installation of 131 LF of 12

inch water main, (4) 12 inch gate

valves, (1) fire hydrant assembly, (1)

Each bid shall be submitted on a

form furnished as part of the con-

tract documents and must be ac-

companied by a separate envelope

containing a Bidder’s Bond with Ack-

nowledgement of Surety in an

amount not less than 5% of the full

amount of the bid made payable to

the order of or for the benefit of the

City of Minot, North Dakota. The bid

bond shall be executed by the bidder

as principal and by a surety com-

pany authorized to do business in

the State of North Dakota, condi-

tioned that if the principal’s Bid be

accepted and the contract awarded

to the principal, within ten (10) days

after Notice of Award, the Principal

shall execute a contract in accor-

dance with the terms of the bid and

contractor’s performance and pay-

ment bonds as required by law and

the regulations and determinations

of the City of Minot. A bid submitted

without this information properly en-

closed in the bid bond envelope

shall not be read nor considered and

the envelope shall be resealed and

bid returned to the bidder immedi-

the time in this notice provided.

All Bidders shall hold a valid North

Dakota Contractor’s license of the

proper class and shall enclose a

copy of the license or Certificate of

envelope as the Bidder’s Bond.

The work is to be substantially com-

pleted and operational by June 1,

2021. Final completion shall be

July 1, 2021.

The City of Minot will award the con-

tract to the lowest responsive and

responsible Bidder. The City of

Minot reserves the right to reject any

and all bids, and to waive any and

all irregularity in any bid.

REQUEST FOR QUALIFICATIONS

FOR

Engineering Services

North Prairie Regional Water District

(NPRWD), in accordance with the

State Water Commission Funding

requirements, is soliciting a Request

for Qualifications (RFP). The RFQ

will be for engineering design and

construction services for expansion

of the NPRWD system in 2020.

NPRWD may utilize the selected

firm for only this project or may elect

to utilize the selected firm for a

multi-year period for all of its en-

gineering needs.

Respondents are prohibited from

contacting any representative of

NPRWD regarding this RFQ. Any

questions on this RFQ shall be in

writing and will be shared with any

other interested firm. All responses

must be received by 5:00 p.m. Mon-

day, September 28, 2020.

Responses shall include:

1. Written proof that applicant has

been engaged in full-timebusiness

operations, for profit, in its existing

form(whether sole proprietorship,

partnership, joint venture orcorpora-

tion) for not less than five (5) years

prior to thedate of this notice.

2. Applicant’s principle place of busi-

ness of the staff whichwill be pri-

marily involved and the location of

theheadquarters of the firm.

3. The experience and qualifications

of the staff to be assignedto and pri-

4. Prior experience of applicant in its

present form for NPRWDprojects.

5. Work load capacity of the appli-

managementfunctions. Only staff

who are full-time employed by

theapplicant for not less than twelve

(12) months prior to thedate of this
