The general work covered by the
Specifications for the Souris River
Joint Water Resources District –
StARR Demolition and Site Restora-
tion, is the labor, tools, materials and
equipment required for the demoli-
tion of 15 flood damaged structures
at 3 locations in the Souris River
Basin. All Bids are to be submitted
on the basis of cash payment for the
Work and Materials, and are to be
enclosed in a sealed envelope ad-
dressed to the undersigned Chair-
man, accompanied by a separate
envelope containing a Bidder’s Bond
in the sum equal to 5% of the full
amount of the Bid, executed by the
Bidder as Principal, and by a Surety,
conditioned that if the Principal’s Bid
is accepted and the contract award-
ed to the Principal, the Principal,
within ten days after notice of award,
shall execute a Contract in accor-
dance with the terms of the Bid and
Performance and Payment Bonds
as required by the law and the regu-
lation and determinations of the
Souris River Joint Board. Counter-
signature of a Bid Bond is not re-
quired. If a successful bidder does
not execute a contract within the ten
days allowed, the bidder’s bond
must be forfeited to the Souris River
Joint Board and the project will be
awarded to the next lowest responsi-
ble bidder. Bidders shall be licensed
for the full amount of the Bid, as re-
quired by Sections 43-07-05 and
43-07-12 of the North Dakota Cen-
tury Code. Also, a copy of the
Bidder’s Contractor’s License or
License Renewal must be included
in the Bid Bond envelope. No Bid
may be read or considered if it does
not fully comply with the require-
ments of Section 48-01.2-06 of the
North Dakota Century Code. Any
deficient Bid received will be
resealed and returned to the Bidder
immediately. The Owner reserves
the right to hold all Bids for 45 days,
to reject any or all Bids and to waive
any informality or irregularity in any
Bid and to accept the BID deemed in
the best interest of the Souris River
Joint Board. There shall be en-

CITY OF MINOT REQUESTS FOR
SEALED BIDS
The City of Minot, North Dakota is
requesting sealed bids for salvage-
able items, located within structures
that were purchased by the City
within the footprint of the flood con-
trol project. Items will be sold as-is
with no guarantee or warranty to
their condition or soundness. Each
bid must include either 1) the entire
bid amount or 2) a five (5) percent
bid bond in a separate envelope at-
tached to the bid envelope. Accept-
able will be cashier checks, bidder
bond, or cash. Any outstanding bal-
ance must be paid within five (5)
days of highest bid award. Items are
being sold as a package, not indivi-
dually. The winning bidder acquires
rights to all advertised salvageable
items within the structure at the
designated address. Items must be
removed at winning bidder’s ex-
pense, within 10 business days of
bid award. Items left beyond
timeframe are considered forfeited
and subject to demolition with the
structure. Exceptions require City
approval. Access to structures shall
be coordinated through the City of
Minot Property Maintenance depart-
ment and winning bidder shall en-
sure structure remains secure upon
departure. Debris and/or damage
created by item removal shall be the
winning bidder’s responsibility.

CITY OF MINOT REQUESTS FOR
SEALED BIDS
The City of Minot, North Dakota is
requesting sealed bids for land ac-
quired by the City as part of a Spot
Blight (Zombie Homes) eradication
program. Structures on these pro-
perties have been demolished and
site restored to grade level with
grass. Each bid must also include a
five (5) percent bidders bond in a
separate envelope attached to the
bid envelope. Acceptable will be
cashier checks, bidder bond, or
cash. Any outstanding balance must
be paid within fifteen (15) days of
highest bid award. Pursuant to HUD
rules and regulations, these proper-
ties are being offered for use under
two options which are:
1.Urgent Need National Objective
which means there will be a deed
restriction in perpetuity for use of the
property prohibiting any permanent
structure to be built. There will also
be a requirement that any other type
of improvement to the site will re-
quire approval of the City’s Flood
Plain Manager (examples of accept-
able uses are lawns, landscaping,
gardens) or
2.Low/Moderate Income (LMI) Na-
tional Objective which means there
must be built on the property con-
sistent with Minot’s rules and ordi-
nances a single family home elevat-
ed to one (1) foot above base flood
elevation determined by FEMA and
home must be sold to and occupied
by a LMI qualified purchaser for oc-
cupancy below a price cap set by
HUD and North Dakota at the time
the house is built (cap periodically
changes) with the most recent cap
$294,600.
Land is being offered “as is” condi-
tion as part of this auction. Assess-
ment of the land for property tax and
any related purpose once ownership
is conveyed to the successful bidder
will be based on standards set by
the City Assessor based on use of
the land and/or any improvements
which are authorized. Each bidder
must identify which option is being
chosen for property use if acquired.
Each bidder, by submitting a price
and identifying which use, is agree-
ing to all terms, conditions, and lim-
its for the use of the land that has
been identified. If Option 2 is
chosen, the bidder is agreeing to fol-
low jurisdictional ordinances and
zoning codes. Bidder also agrees to
commence construction within one
year of receiving title and complete
construction for occupancy within 18
months of receipt of title. The bidder
can be a LMI qualified Minot
resident and construct the house for
his or her occupancy. The following
is a list of properties available to the
highest bidder. A minimum bid of
$1,000 is required for all properties,
regardless of whether Option 1 or
Option 2 is chosen.

the footprint of the flood control pro-
ject. Structures will be sold as-is with
no guarantee or warranty to their
condition or soundness. Those
designated with “**” have
lead-based paint or asbestos hazard
information available. Each bid must
include a five (5) percent bid bond in
a separate envelope attached to the
bid envelope. Acceptable will be
cashier checks, bidder bond, or
cash. Any outstanding balance must
be paid within fifteen (15) days of
highest bid award. Land is not in-
cluded as part of this auction. Struc-
tures must be removed and relocat-
ed outside the 2011 flood inundation
area at winning bidder’s expense.
Winning bidder must provide desti-
nation address, obtain any neces-
sary moving permits and coordinate
removal plan through City of Minot
property maintenance within thirty
(30) days of bid opening. Debris
and/or damage created by structure
removal shall be the winning
bidder’s responsibility. Structures
shall be removed from city land with-
ing 90 days from the bid opening.
Exceptions require City approval.
Any desired winterizing must be per-
formed by winning bidder at their
own expense. The City reserves the
right to demolish structures left in
place beyond the deadline. Demoli-
tion of basement/slab is City respon-
sibility. All structures moved must
follow jurisdictional ordinances and
zoning codes in place at the per-
manent location of the structure.
Structures remaining in the City of
Minot’s jurisdictional boundaries re-
quire a certificate of occupancy be
issued within six (6) months of bid.

sidered separate items that require
an independent bid from the home
structure. Home and

minimum bid based on availability
