NOTICE IS HEREBY GIVEN that
the City of Minot (Owner) is re-
questing Bids for the construction of
the following Project:2020 Water
Main Replacement. Bids for the con-
struction of the Project will be re-
ceived at theoffice of the City Clerk
located at 515 Second Avenue SW
(Second Floor), Minot, North Dakota
58701, until Tuesday, March 31,
2020 at 11:00 AM local time. At that
time the Bids received will be public-

storm sewer pipe, catch basin re-

Each bid must be accompanied by a
separate envelope containing the
bid security in a sum equal to five
percent of the full amount of the bid
and must be in the form of a bidder’s
bond. A bidder’s bond must be exe-
cuted by the bidder as principal and
by a surety, conditioned that if the
principal’s bid is accepted and the
contract awarded to the principal,
the principal, within ten days after
notice of the award, shall execute a
contract in accordance with the
terms of the bid and the bid bond,
and any condition of the City of
Minot, as required by law. A counter-
signature of a bid bond is not re-
quired. If the City of Minot elects to
award a contract to the lowest
responsible bidder, and the lowest
responsible bidder does not execute
a contract within the ten days al-
lowed, the bidder’s bond must be
forfeited to the City of Minot and the
project awarded to the next lowest
responsible bidder. Each bidder
must possess a valid North Dakota
contractor’s license for the full
amount of their bid, as required by
Section 43-07-07 of the North Dako-
ta Century Code. Each bidder MUST
enclose a copy of their Contractor’s
License or Certificate of Renewal, is-
sued by the North Dakota Secretary
of State, in their bid bond envelope,
and each license must be valid and
dated at least 10 days prior to the
date set for bid opening, as required
under Section 43-07-12 of the North
Dakota Century Code. No bid may
be read or considered if it does not
fully comply with the requirements of
Section 48-01.2-05 of the North
Dakota Century Code, and any de-
ficient bid submitted will be resealed
and returned to the bidder immedi-
ately. All Bids submitted and all
Work completed must be as stipulat-
ed in the Agreement. The City of
Minot reserves the right to hold all
Bids for a period of 30 days after the
date of the bid opening, to reject any
or all Bids, and to waive any infor-
mality or irregularity in any Bid, and
to rebid the project until a satisfac-
tory bid is received. For all further

(5) percent of the total bid, executed

within the footprint of the flood con-
trol project. Items will be sold as-is
with no guarantee or warranty to
their condition or soundness. Each

tures, to include homes, for sale that
were purchased by the City within
the footprint of the flood control pro-
ject. Structures will be sold as-is with
no guarantee or warranty to their
condition or soundness. Those
designated with “**” have
lead-based paint or asbestos hazard
information available. Each bid must
include a five (5) percent bid bond in
a separate envelope attached to the
bid envelope. Acceptable will be
cashier checks, bidder bond, or
cash. Any outstanding balance must
be paid within fifteen (15) days of
highest bid award. Land is not in-
cluded as part of this auction. Struc-
tures must be removed and relocat-
ed outside the 2011 flood inundation
area at winning bidder’s expense.
Winning bidder must provide desti-
nation address, obtain any neces-
sary moving permits and coordinate
removal plan through City of Minot
property maintenance within thirty
(30) days of bid opening. Debris
and/or damage created by structure
removal shall be the winning
bidder’s responsibility. For safety
concerns, structures must remain
in-place until after May 1, 2020 and
then have 60 days to remove. Ex-
ceptions require City approval. Any
desired winterizing must be per-
formed by winning bidder at their
own expense. The City reserves the
right to demolish structures left in
place beyond the deadline. Demoli-
tion of basement/slab is City respon-
sibility. All structures moved must
follow jurisdictional ordinances and
zoning codes in place at the per-

2020 – 2021 AIRPORT HAYING
AGREEMENT
MINOT INTERNATIONAL
AIRPORT
GENERAL
The intent and purpose of this Re-
quest for Bids is to solicit bids from
interested parties seeking to be
responsible for cutting, baling, and
removing hay from designated areas
of the Minot International Airport pro-
perty beginning May 2020 and end-
ing October 31, 2021.
SCOPE OF WORK
The contract will be for cutting, bal-
ing, and removing hay from desig-
nated areas of airport property. The
designated areas equate to approxi-
mately 700 acres; a figure has been
included for reference. The winning
bidder will be responsible for com-
plying with all applicable airfield re-
gulations including access control,
security badge training for all per-
sonnel pending successful back-
ground check results, coordination
with Airport Operations and Air Traff-
ic Control as necessary, and compli-
ance with the airport’s Wildlife Ha-
zard Management Plan (WHMP) (a
copy of which is available, upon re-
quest, from the Airport Operations
Manager). Among other things, the
airport’s WHMP recommends: hay
cutting be done prior to seed produc-
tion; hay not be stored on the airfield
and thus be moved to perimeter
fence lines and removed off premise
after baling; all existing alfalfa crop
be naturally diminished and con-
verted to grass over time; manage
airfield vegetation and agricultural
activity in a manner that poses the
least amount of wildlife attractants. If
the haying contractor wishes to seed
with an approved grass, such seed-
ing will be done at the contractor’s
sole expense and only with the writ-
ten pre-approval of the Airport
Operations Manager.The successful
bidder will be required to provide a
series of bale counts and weigh slips
for hay removed from the airfield;
certified scales must be used for
weighing. Weigh slips and bale
counts must be provided to the air-
port in advance of payment. Pay-
ment will be made within 30 days
after final bale removal for the sea-
son and will only be accepted if
corresponding counts and slips are
received. Airport Operations
reserves to right to perform indepen-
dent bale counts and weighing.
BID SPECIFICATIONS
The bid price shall be expressed in
dollars per ton. The bid price per ton
shall remain the same for any
second or repeated cuttings made at
any point during the contract. Suc-

complete a badge application and
criminal history background check
needed for badge issuance; associ-

reserves the right to extend the Re-
quest for Bids submittal date for any
reason. The City of Minot reserves
the right, at any time, to reject any
and all submittals, make requests for
new RFBs, and to accept any sub-
mittal and make award of a contract
that is deemed to be in the best in-
terest of the City of Minot and the
Minot International Airport. The City
Clerk of the City of Minot will receive
sealed bids at the City Clerk’s Office
at City Hall (515 2nd Avenue SW,
2nd Floor), Minot, North Dakota, un-
til 11:00 AM on March 24, 2020.
Bids received after this time will be
returned unopened to the bidder.

REQUEST FOR PROPOSAL
The Fort Berthold Housing Authority
is requesting proposals for (32) 2, 3
and 4 bedroom modular homes will
be approximately 1400-1700 square
feet and 16 split entry homes will be
approximately 1000 upper to replace
48 homes on the Fort Berthold Indi-
an Reservation. Proposals must in-
clude complete construction of new
homes hauled and set on new Foun-
dations. Proposals should not in-
clude foundations. Proposals will be
for turn-key homes including, all
stitching and seaming of exterior
and interior, all HVAC, plumbing and
electrical except for electrical tie in,
water and sewer connections. No
proposal for Manufactured homes or
homes built on metal I-beams will be
considered. Deadline for proposal
