NOTICE IS HEREBY GIVEN that

the Minot Park District will receive

sealed Bids for the construction of

Park Improvement District 2020-1, at

the office of the Minot Park District

at 420 3rdAvenue SW, Minot, North

Dakota, 58701, until 2:00 PM on

Thursday, April 16, 2020, at which

time the bids will be publicly opened

and read in the Community Room.

All Bids must be submitted, and all

work shall be done, in full and strict

compliance with:1.The Plans & Con-

tract Documents for this project; 2.

Any Special Conditions for this pro-

ject; 3. The 2019 City of Minot Stan-

dard Specifications and Details; 4.

NDDOT Standard Specifications for

Road and Bridge Construction.

Generally, the Work covered by the

Plans and Specifications for Park

Improvement District 2020-1consists

of the material, labor, tools, and

equipment required for the construc-

tion of the removal and replacement

of hot bituminous pavement, curb &

gutter, sidewalks, lighting and storm

sewer at the following parks: Leach

Park, Woodland Trails, Oak Park,

Jack Hoeven Park, Scandinavian

Heritage Park and Roosevelt Zoo, in

the City of Minot, North Dakota. The

improvements include the following

approximate principal quantities: 650

LF of curb & gutter; 870 SY of con-

crete sidewalk; 10,800 SY of mill

and overlay asphalt pavement;

2,040 Tons of hot bituminous pave-

ment; 1,610 SY of concrete pave-

ment or 360 Tons of hot bituminous

pavement (alternative bid); 11,300

Tons of aggregate base; 2,900 LF of

4″ pavement marking; 12 LF of RCP

storm sewer; 1 EA of flared end sec-

tion, 1 vault restroom, landscaping,

and other items as fully depicted in

the Drawings and Project Manual for

the Project. All Bids are to be sub-

mitted on the basis of cash payment

for the Work and Materials, and are

to be enclosed in a sealed envelope

addressed to the undersigned Minot

Park District, accompanied by a

separate envelope containing a

Bidder’s Bond in the sum equal to

5% of the full amount of the Bid, ex-

ecuted by the Bidder as Principal,

and by a Surety, conditioned that if

the Principal’s Bid is accepted and

the contract awarded to the Princi-

pal, the Principal, within ten days

after notice of award, shall execute a

Contract in accordance with the

terms of the Bid and Performance

and Payment Bonds as required by

the law and the regulation and deter-

minations of the Owner. Countersig-

nature of a Bid Bond is not required.

If a successful bidder does not exe-

cute a contract within the ten days

allowed, the bidder’s bond must be

forfeited to the Minot Park District

and the project will be awarded to

the next lowest responsible bidder.

Bidders shall be licensed for the full

amount of the Bid, as required by

Sections 43-07-05 and 43-07-12 of

the North Dakota Century Code. A

copy of the Bidder’s Contractor’s

License or License Renewal must

be included in the Bid Bond en-

velope. No Bid may be read or con-

sidered if it does not fully comply

with the requirements of Section

48-01.2-05 of the North Dakota Cen-

tury Code. Any deficient Bid re-

ceived will be resealed and returned

to the Bidder immediately. The bid

consists of a base bid and alterna-

tive bids. All alternate bid items shall

be bid to be a responsive bid. The

Owner reserves the right to hold all

Bids for 45 days, to reject any or all

Bids, to waive any informality or irre-

gularity in any Bid, and to accept the

Bid deemed in the best interest of

the Owner. There shall be endorsed

upon the outside of the envelope

containing the Bid, the following: 1.

“Minot Park District, Park Improve-

ment District 2020-1” 2. The name of

the person, firm, corporation, or joint

venture submitting the Bid. 3. The

Bidder’s Contractor’s License or

Contractor’s License Renewal

Number. A copy of the Bidder’s

Contractor’s License shall be includ-

ed in the Bid Bond envelope along

with the bid. 4. Acknowledgement of

the Addenda. All work shall be sub-

stantially complete by August 15,

2020, except for work in Roosevelt

Zoo. Work shall not commence prior

to August 17, 2020, in Roosevelt

Zoo and shall be substantially com-

plete by September 25, 2020.All

work shall be completed and ready

for final payment in accordance with

the General Conditions by October

15, 2020. Should the Contractor fail

to complete its obligations under the

Contract within the time required

herein or within such extra time as

may have been granted by formal

extensions of time approved by the

Owner, there will be deducted from

any amount due to the Contractor

the sum of $1,100 per day for each

and every calendar day that the

completion of the Work is delayed.

The Contractor and his Surety will

be liable for any excess. Such pay-

ment will be as and for liquidated

damages and not as a penalty.

Underground Injection Control Per-

mit Modification

It is the intent of the North Dakota

Department of Environmental Quali-

ty (Department), Division of Water

Quality, to renew Great River

Energy’s (GRE) Class I

non-hazardous waste underground

injection control permit ND-UIC-106

(Permit). GRE currently operates a

Class I non-hazardous waste under-

ground injection well (Well #1) at

Coal Creek Station, a coal-fired

electric generation facility located

near Underwood, North Dakota.

Well #1 is used for the disposal of

non-hazardous plant process water

into the Inyan Kara formation, at a

depth between 3,531 and 3,916 feet

below ground surface. The injection

zone is located approximately 2,421

feet below the Fox Hills formation,

which is currently identified as the

lower most underground source of

drinking water in the vicinity of Coal

Creek Station. Currently, the max-

imum permitted injection rate for

Well #1 is 700 gallons per minute

(gpm). Existing permit conditions

also include (1) a maximum surface

injection pressure of 1,200 pound

per square inch (psi), (2) a minimum

pressure differential of 100 psi

between the injection pressure and

the annulus pressure during injection

activities, (3) a maximum particle

travel distance, radially from the well

into the formation, of 2,880 feet, and

(4) a maximum cumulative injection

volume of approximately 13 billion

gallons. The Permit allows GRE to

operate the well continuously, as

long as all Permit conditions are

met; however, GRE has been

operating the well on an intermittent

basis. PUBLIC COMMENTS The

Draft Permit will be available for

public review and comment for thirty

(30) days following publication of the

Public Notice. The public comment

period begins March 26, 2020 and

ends April 27, 2020. Interested per-

sons may submit written comments

to the Department on the Draft Per-

mit during this period. Interested

persons may request a public hear-

ing by stating the nature the specific

issues to be raised. The Department

will consider all comments prior to

taking any action on the permit.

The Fort Berthold Housing Authority

is requesting proposals for (32) 2, 3

and 4 bedroom modular homes will

be approximately 1400-1700 square
