REQUEST FOR PROPOSAL
The Fort Berthold Housing Authority
is requesting proposals for (32) 2, 3
and 4 bedroom modular homes will
be approximately 1400-1700 square
feet and 16 split entry homes will be
approximately 1000 upper to replace
48 homes on the Fort Berthold Indi-
an Reservation. Proposals must in-
clude complete construction of new
homes hauled and set on new Foun-
dations. Proposals should not in-
clude foundations. Proposals will be
for turn-key homes including, all
stitching and seaming of exterior
and interior, all HVAC, plumbing and
electrical except for electrical tie in,
water and sewer connections. No
proposal for Manufactured homes or
homes built on metal I-beams will be
considered. Deadline for proposal

NOTICE OF OPPORTUNITY FOR
HEARING
March 18, 2020
Under the federal Telecommunica-
tions Act of 1996, Qwest Corpora-
tion, dba CenturyLink QC, (Centu-
ryLink) is required to provide open
access to its networks, facilities and
services to other providers of
telecommunications services, such
as competitive local exchange car-
riers (CLECs). Measures known as
Performance Indicator Definitions
(PIDs) provide specific data about
the quality of the open access pro-
vided by CenturyLink to other car-
riers, and a Performance Assurance
Plan (PAP) applies specific stan-
dards or goals that the performance
measures must accomplish. On
February 25, 2020, CenturyLink filed
an application with the Commission
for approval of amendments to the
PIDs and PAP. The proposed
amendments were prompted by the
Federal Communications
Commission’s 2019 Forbearance
Orders, which eliminate the obliga-
tion to provide unbundled analog
loops and avoided cost retail
discounts to resellers. CenturyLink is
requesting, effective May 1, 2020,
approval of the amendments and re-
questing that existing interconnec-
tion agreements be modified to in-
corporate these amendments
without the need for further filings or
approvals. The issues to be con-
sidered in this matter are: 1. Wheth-
er the amended PIDs and PAP
should be approved. 2. Whether all
existing interconnection agreements
with CenturyLink should be modified
to incorporate applicable amend-
ments without the need for further fil-
ings or approvals. The Commission
has authority under N.D.C.C.
Å’49-21-09 and N.D.C.C. Å’
49-21-01.7(9) to approve or disap-
prove PID changes. PID revisions
take effect, without Commission ac-
tion, 60 days after the date they are
filed with the Commission, but the
Commission has authority to review
PIDs at any date before or after the
revisions take effect. Those interest-
ed are invited to comment on the ap-
plication in writing. Persons desiring
a hearing must file a written request
identifying their interest in the
proceeding and the reasons for re-
questing a hearing. Comments and
requests for hearings must be re-
ceived by May 4, 2020. If deemed
appropriate, the Commission can
determine the matter without a hear-
