erally, the Work covered by the

Plans and Specifications for Storm

Sewer District 123 consists of the

materials, labor, tools, and equip-

ment required for the construction of

storm sewer improvements and the

reconstruction of intersections along

10th Street SW. The Work includes

approximately 5,700 LF of storm

sewer along 10th Street SW, 34th

Avenue SW, 32nd Avenue SW, and

7th Street SW. The Work shall also

include the removal and replace-

ment of about 5,000 LF of curb &

gutter, 9,300 SY of cement stabil-

ized base, 3,800 Ton of asphalt

pavement, and other incidentals as

necessary to complete the project.

Details of the construction are in-

cluded in the Drawings, Project

Manual, and the 2019 City of Minot

Standard Specifications and Details.

All Bids are to be submitted on the

basis of cash payment for the Work

and Materials necessary to complete

the project. Each bid must be ac-

companied by a separate envelope

containing the contractor’s license

and bid security. The bid security

must be in a sum equal to five per-

cent of the full amount of the bid and

must be in the form of a bidder’s

bond. A bidder’s bond must be exe-

cuted by the bidder as principal and

by a surety, conditioned that if the

principal’s bid is accepted and the

contract awarded to the principal,

the principal, within ten days after

notice of the award, shall execute a

contract in accordance with the

terms of the bid and the bid bond

and any condition of the governing

body. A countersignature of a bid

bond is not required under this sec-

tion. If a successful bidder does not

execute a contract within the ten

days allowed, the bidder’s bond

must be forfeited to the Owner and

the project awarded to the next

lowest responsible bidder. Bidders

must be licensed for the full amount

of the bid as required by section

43-07-12 of the North Dakota Centu-

ry Code. No Bid may be read or con-

sidered if it does not fully comply

with the requirements of Section

48-01.2-05 of the North Dakota Cen-

tury Code. The Owner reserves the

right to hold all Bids for 30 days, to

reject any or all Bids, to waive any

informality or irregularity in any Bid,

to accept the Bid deemed in the best

interest of the Owner, and to rebid

the project until a satisfactory bid is

received. There shall be endorsed

upon the outside of the envelope

containing the Bid, the following: 1.

“City of Minot, North Dakota, Storm

Sewer District 123, Project Number

4393”. 2. The name of the person,

firm, corporation, or joint venture

submitting the Bid. 3. The Bidder’s

Contractor’s License or Contractor’s

License Renewal Number. 4. Ack-

nowledgement of the Addenda, if

any. Any deficient Bid received will

be resealed and returned to the

Bidder immediately. Milestone 1 in-

cludes storm sewer and roadway

reconstruction for Sta. 20+91 to

33+00 and 61+50 to 67+00, to

be completed by July 15, 2020. All

work shall be substantially complete

by October 16, 2020. All work shall

be completed and ready for final

payment in accordance with the

General Conditions by October 30,

2020. Should the Contractor fail to

complete its obligations under the

Contract within the time required

herein or within such extra time as

may have been granted by formal

extensions of time approved by the

Owner, there will be deducted from

any amount due to the Contractor

the sum of $1,000 per day for each

and every calendar day that the

completion of the Work is delayed.

The Contractor and his Surety will

be liable for any excess. Such pay-

ment will be as and for liquidated

damages and not as a penalty.

2020 – 2021 AIRPORT HAYING

AGREEMENT

MINOT INTERNATIONAL

AIRPORT

GENERAL

The intent and purpose of this Re-

quest for Bids is to solicit bids from

interested parties seeking to be

responsible for cutting, baling, and

removing hay from designated areas

of the Minot International Airport pro-

perty beginning May 2020 and end-

ing October 31, 2021.

SCOPE OF WORK

The contract will be for cutting, bal-

ing, and removing hay from desig-

nated areas of airport property. The

designated areas equate to approxi-

mately 700 acres; a figure has been

included for reference. The winning

bidder will be responsible for com-

plying with all applicable airfield re-

gulations including access control,

security badge training for all per-

sonnel pending successful back-

ground check results, coordination

with Airport Operations and Air Traff-

ic Control as necessary, and compli-

ance with the airport’s Wildlife Ha-

zard Management Plan (WHMP) (a

copy of which is available, upon re-

quest, from the Airport Operations

Manager). Among other things, the

airport’s WHMP recommends: hay

cutting be done prior to seed produc-

tion; hay not be stored on the airfield

and thus be moved to perimeter

fence lines and removed off premise

after baling; all existing alfalfa crop

be naturally diminished and con-

verted to grass over time; manage

airfield vegetation and agricultural

activity in a manner that poses the

least amount of wildlife attractants. If

the haying contractor wishes to seed

with an approved grass, such seed-

ing will be done at the contractor’s

sole expense and only with the writ-

ten pre-approval of the Airport

Operations Manager.The successful

bidder will be required to provide a

series of bale counts and weigh slips

for hay removed from the airfield;

certified scales must be used for

weighing. Weigh slips and bale

counts must be provided to the air-

port in advance of payment. Pay-

ment will be made within 30 days

after final bale removal for the sea-

son and will only be accepted if

corresponding counts and slips are

received. Airport Operations

reserves to right to perform indepen-

dent bale counts and weighing.

BID SPECIFICATIONS

The bid price shall be expressed in

dollars per ton. The bid price per ton

shall remain the same for any

second or repeated cuttings made at

any point during the contract. Suc-

cessful bidder will be required to

complete a badge application and

criminal history background check

needed for badge issuance; associ-

ated fees will be at the bidder’s own

cost. Successful bidder will also be

required to maintain proper and suf-

ficient insurance to indemnify the

City of Minot/Minot International Air-

port from any injury or damages

which may arise out of successful

bidder’s operation and performance

per the scope of work outlined

above. Limits of the policy shall be

at least $1 Million per occurrence

and $2 Million in the general aggre-

gate. Bids must contain the name

and phone number of the individual

with whom communication can be

made. All submittals must be re-

ceived at the address and by the

date and time specified herein. All

submittal envelopes must be sealed

and clearly marked, “Request for

Bids – Minot International Airport

Haying Services.” The City of Minot

reserves the right to extend the Re-

quest for Bids submittal date for any

reason. The City of Minot reserves

the right, at any time, to reject any

and all submittals, make requests for

new RFBs, and to accept any sub-

mittal and make award of a contract

that is deemed to be in the best in-

terest of the City of Minot and the

Minot International Airport. The City

Hansen reported that one of the

DVR’s has crashed. A bid from

American Cabling System was

presented for $9,885.00. At this

point the system is providing us lim-

ited use. This matter will be tabled.

Mr Gerding was informed by Mr

Gorthy that the elementary computer

lab will need to be upgraded next

year as it will not be compliant for

state & NWA testing. There are 27

computers at approximately $1,500

per computer, so $40,000 per lab.

The board asked Mr Gorthy & Mr

Gerding to put together a computer

rotation schedule and see if there

are any grants available. Business

44 years of service to Surrey

School. Mr Gerding would like to

make Mr Grosz a full time teacher in

the 20/21 school year. M/S/C

Munos/Feller to approve Mr Grosz

being 4/6th-English and

2/6th-Special Education. Roll call

vote, all yes. Mr Grosz would take

his praxis in special education.

M/S/C Feller/Wald to pay the $400

fee for Mr Grosz to take the praxis

test one time. We have had a large

number of students out sick the last

few days. Mr Gerding asks if the

school is really a safe environment

for our students to be in? With the

school days currently on the calen-

dar we would have enough hours

built in and if we took Friday as a no

school day-it would not have to be

on Friday with no penalty to the stu-

dent. Also, there will be no activities

in the school until Monday after-

other coaches about practice & vol-

leyball camp. District tournament is

still happening at the auditorium. Mr

Business: School Vision Commit-

tee: Mr Voiles, Mr Gerding, Ron

Aberle. Mr Gerding presented Mr

Grosz for the high school teacher,

Mr Gorthy will represent the ancillary

staff. Mrs Hansen has three in-

terested, she will give the elemen-

tary staff person’s name at the next

board meeting. Looking for an ele-

mentary & a high school parent.

They will possibly look at having

something at parent/teacher confer-

ences to get parental involvement

and post on the website. Culture Im-

provement Committee: Taylor Feller

reported that this committee has 11

members. There are 4 high school

teachers 3 elementary teachers, 1

ancillary staff member, the two prin-

cipals and Taylor representing the

board. Their first meeting was

February 6th. They will be sending

a letter of achievement to elemen-

tary students each month so that

eventually each student will receive

a card from their teacher. One stu-

dent grade 7 thru 12 will be recog-

nized each month. They will be

geared toward students that are

more quiet recognizing their

academic excellence. The next

meeting will be March 11th. Four

Day vs Five Day School Week: A

public meeting was held January

29th. Then a public survey was put

on the school website with 184

responses. The survey showed

more high school parents was in

favor than elementary, but the

responses were split 50/50. After

much discussion it was decided to

table the matter. The board would

like to see more information/data

gathered. It may be more feasible

for the 2021/2022 school year. The

board also believes the incoming su-

perintendent should have a voice in

the decision. Ron Aberle, Steph

Munos and Nicole Wald thanked Mr

Gerding & Mrs Hansen for all the

work they did and thinking outside

the box. This item will be added to

the school Vision Committee. Prin-

cipal Job Descriptions: Mr Gerding &

Mrs Hansen looked for job descrip-

tions and could not find any. They

both called a few area schools and

they did not have them either. They

did find a few and shared some

samples with the board. Mr Gerding

did share the superintendent job

description from the ND School

Boards Association. Superintendent

Position 2020/2021: Mr Voiles has

not been in the school for quite

some time. The board feels that we

need an interim superintendent for

the remainder of the 2019/2020

school year. Mrs Hansen has her

credentials and Mr Gerding can

have a plan of study to get his. In Mr

Voiles absence the school needs

someone able to make decisions.

He is entitled to his vacation & sick

leave. After much discussion was

held M/S/C Munos/Fellerto appoint

Mr Gerding as the interim superin-

tendent for the reminder of the

2019/2020 school year. Mr Gerding

will accept the position. Once our

financial situation becomes clearer

the board will try and compensate

Mr Gerding & Mrs Hansen. The

board would like to see Ron reach

out and have a conversation with Mr

Voiles. Mr Gerding & Mrs Hansen

presented their plan for

co-superintendent plan for next year.

The plan would save the school mo-

ney and add a Dean of

Students/Athletic Director with the

Dean of Students handling discip-

line. The board will look over the in-

formation and it will be discussed at

the next board meeting. Audit

Notes: With Mr Voiles being absent

nothing has been looked at in this

area. The business manager and

Mr Gerding will meet to see what

steps can be taken. New Business:

Public Demographic Planning Meet-

ing: The school is required by law to

hold a public meeting to gain public

input between January & June of

every even numbered year. Notice

of this meeting must be published in

the newspaper.
