All prime contractors obtaining
plans, whether through exchanges
or directly, should direct
Ackerman-Estvold to place them on
the plan holders list. Each Bid must
be accompanied by a separate en-
velope, (attached to the Bid En-
velope) containing a Bid Bond equal
to five percent (5%) of the amount of
the Bid naming Diocese of Fargo as
Obligee. The Contractor shall also
enclose within the Bid Bond En-
velope a copy of the Bidder’s North
Dakota Contractor’s License or a
copy of their latest Renewal Certifi-
cate issued by the Secretary of
State as per North Dakota Century
Code 43-07-12. All Contractors who
submit Bids must hold a North
Dakota Contractors License in the
highest amount of their Bids and
such license must have been in ef-
fect at least ten (10) days prior to the
date of the Bid Opening. Any Bid
not containing these documents
shall not be acceptable and shall be
returned to the Bidder unopened.

The Owner reserves the right to re-
ject any or all bids and to waive any
informalities in bidding. The suc-
cessful bidder will be required to fur-
nish a Payment Bond, Performance

Project Manual. No Bidder may with-
draw his Bid within 30 days of the
actual date of the opening.

The Special Board Meeting was
called to order by President Rostad
at 7:30 P.M. Ivy Thorson, MPS Nu-
trition Services Director, presented
an overview of the MPS Nutrition
Services Department and the Meal
Charging Procedure IB-BR. Ms.
Thorson reported on the various ele-
ments of the program, which is
governed by USDA. Ms. Thorson
reviewed overall finances of the pro-
gram, the Free and Reduced Meal
Program, Fresh Fruits and Veget-
ables grant program, the number &
types of meals served and the dona-
tions that have been provided to the
program. Thorson noted currently
there are 1,174 students eligible for
Free meals and 563 students eligi-
ble for Reduced meals. Thorson
also noted that between the start of
the school year in August through
January 31, 2020 the MPS Nutrition
Services Program has served
513,856 lunches. At the student’s re-
quest 52,843 of that total were PBJ
or cold sandwich (an average of 518
per day). The district also served
180 (an average of less than 2 per
day) alternate meals to students with
a balance of over -$15.00. The N.D.
Department of Public Instruction
does require schools to have a for-
mal procedure on Meal Charging.
Ms. Thorson answered questions
from the school board. Moved by
Schuler, seconded by Kraft, to
amend Meal Charging Procedure
IB-BR by removing the language re-
garding prohibiting student participa-
tion in fee based programs and re-
moving language regarding report-
ing suspected abuse or neglect of a
student.Roll Call: All members
present voted “Yes.” President Ros-
tad opened the meeting to public in-
put. School District patrons
LaShone Brown, Tawny Cale, Wyn-
da Evon, Deven Mantz, Andrew
Schultz, Cliff Hovda and Kesha Ea-
ton spoke to the board regarding the
board’s Meal Charging Procedure
IB-BR. Moved by Lyman, seconded
by Kraft, to amend Meal Charging
Procedure IB-BR by revising the
language regarding debt collection
in the following manner: “Parents
are expected to pay all charges
within 1530days. If they fail to do
so, the District may rollover debt or
refer the debt to collectionsmay pur-
sue other options to receive
payment.The District may use an al-
ternative funding source (e.g., non-
federal funding or charitable funding
source) to offset costs incurred from
unpaid meal charges and
collectionfees.” Roll Call: All
members present voted “Yes.” The
meeting adjourned at 8:39 P.M.

NOTICE OF INTENTION
TO MODIFY
NATURAL PRECIPITATION
Notice is given, that Weather Modifi-
cation, LLC of 3802 20th Street
North, Fargo, ND, a licensee
(License No. 2020-1) of the State of
North Dakota, is to engage in opera-
tions to modify precipitation by the
addition of ice nucleating agents in
the counties of Bowman, McKenzie,
Mountrail and Williams and seven
townships in Slope County. Existing
clouds will be selected for seeding
according to the current operational
procedures for enhancing rainfall
and decreasing hail damage. Nuclei
will be generated by silver iodide
produced in the combustion of flares
or acetone solutions, and the drop-
ping of dry ice pellets. Twin-engine
aircraft equipped for instrument flight
operating under FAA airworthiness
certificates and licensed by the
North Dakota Aeronautics Commis-
sion will accomplish all seeding.
The target area for District I will be
Bowman County and the following
townships in Slope County: Connor,
Hume, Carroll, Cash, Sheets,
Mineral Springs, and Cedar Creek.
The target area for District II will be
McKenzie, Mountrail and Williams
Counties. In District II, the opera-
tions area will include the target area
and a buffer zone ten miles in width
surrounding the target area in adja-
cent North Dakota counties. In Dis-
trict I, the operations area will in-
clude the target area and Woodberry
township in Slope County, with no
external buffer zones in adjacent
North Dakota counties. Seeding
operations in the buffer zone is for
cloud systems that may affect the
target area. No effect is intended for
the buffer zone. Operations will be
conducted June 1, 2020 through Au-
gust 31, 2020, with the possibility of
extension through October 2, 2020.

petition signed by the directors of
North Prairie Rural Water District
and North Central Regional Water
District requesting the State En-
gineer to merge the water districts to
encompass portions of McHenry,
McLean, Mountrail, Pierce, Sheri-
dan, and Ward Counties, North

The proposed water district, if organ-
