ANNOUNCEMENT OF
ARCHITECT/ENGINEER SER-
VICES
READINESS CENTER
North Dakota National Guard
Dickinson, North Dakota
The Office of the Adjutant General
has a need for
architectural/engineering services to
provide plans and specifications for
a readiness center building and the
following: unheated enclosed vehicle
storage facility, backup/emergency
generator, military vehicle parking
and organizational vehicle parking
(paved), located in Dickinson, North
Dakota. The readiness center work
consists of a 45,338 square foot per-
manent masonry type building with
all utilities services, information sys-
tems, fire detection and alarm sys-
tems. The unheated enclosed vehi-
cle storage building will be a per-
manent cold storage building with
associated utilities. Site improve-
ments include paved parking, roads,
walks, curbs, gutters, storm
drainage, grading and seeding. The
estimated construction cost range
for this project is $12.5 million to
$15.5 million. The estimated start
date for design will be March 1,
2020, with completion of preliminary
(35%) plans and specifications
within 120 calendar days.
Firms or joint ventures (JV’s)
responding to this announcement
must show capability and satisfacto-
ry experience for the following re-
quired technical disciplines: archi-
tects (must be in-house); and civil
(includes surveying), structural,
mechanical and electrical engineers.
All key and principal architects and
engineers must be registered and
actively practicing in the State of
North Dakota and familiar with the
LEED certification process.
The evaluation factors to be con-
sidered during the initial selection
phase are: professional qualification
necessary for satisfactory perfor-
mance of required services; techni-
cal competence of the proposed
design team; recent specialized ex-
perience of the proposed design
team on similar type projects; previ-
ous Federal/National Guard design
experience, to include specification
writing, cost estimating, and building
commissioning; ability to provide
qualified construction inspection ser-
vices; location of firm; design team
organization and availability of key
personnel; capacity to accomplish
the work in the required time; past
performance on contracts with state
and government agencies; volume
of work previously awarded; and
professional services insurability.
Following our initial evaluation of
qualifications and performance,
three or more firms or JV’s which
are considered to be the most highly
qualified will be chosen for an inter-
view.

NOTICE
Surrey Council Meeting 12/2/19
Present: L Coca, R Hjelden, M
Thiesen, B Dickinson. Absent: K
Walsh, D Fugere, A Trana, S Dickin-
son, AJ Waller, Luis Coca
Coca called the meeting to order at
7:00 p.m. Hjelden moved to approve
the minutes of the November meet-
ings, Dalby Thiesen seconded, mo-
tion carried. Hjelden moved to ap-
prove the financial reports and other
reports, Dickinson seconded, motion
carried. At 7:04, Travis Dalby joined
the meeting. Blaine Klein appeared
before council to discuss the water
bill at his rental house. The bill is
eight months past due and he has
not ever received notice that the bill
was late. Fugere explained the wa-
ter billing software has the ability to
send a notice to the owner of the
property, however, it hasn’t been
used in previous years and the own-
ers are not listed on the account.
Fugere informed council this feature
will be used in the future but it’s a
slow process finding out which
residences are rentals. Klein asked
that the late fees be waived because
of this. Thiesen moved to waive the
late fees, Hjelden seconded, motion
carried. Council reviewed liquor
license renewal applications from
Devils Fire and Big Dog Saloon.
Dickinson moved to approve the
liquor license renewal application for
Devils Fire, Thiesen seconded, mo-
tion carried. Dickinson moved to ap-
prove the liquor license renewal ap-
plication for Big Dog Saloon, Hjelden
seconded, motion carried. Hjelden
moved to approve the following or-
dinance amendment on 2nd reading:

AMOUNT OF STATUTORY FEES:
3. In accordance with amended
NDCC Section 40-05-06(2), for
every violation of city ordinance that
regulates the operation or equipment
of a motor vehicle or which regulates
traffic, except those ordinances list-
ed in section 39-06.1-05, the fine
shall be two hundred percent of the
limit for an equivalent category of
violation set forth in NDCC
39-06.1-06. For a violation of Sec-
tion 10.0502 a fee established as
follows:
Miles per hour over speed limit Fee:
1-5 $10.00
6-10 $10.00 plus $2/each mph over
5 mph over limit
11-15 $20.00 plus $2/each mph over
5 mph over limit
16-20 $30.00 plus $4/each mph over
5 mph over limit
21-25 $48.00 plus $6/each mph over
5 mph over limit
26-35 $80.00 plus $6/each mph over
5 mph over limit
36-45 $140.00 plus $6/each mph
over 5 mph over limit
46+ $200.00 plus $10/each mph
over 5 mph over limit
Thiesen seconded; motion carried.
Employee bonuses were discussed.
Hjelden moved to approve $100
bonuses for full time employees and
$50 for part time, Thiesen seconded,
motion carried. Council discussed
whether or not to charge snowbirds
for water. Hjelden moved to charge
$25.00 per month, only if the water
is turned off at the curb stop, Dickin-
son seconded, motion carried.
Fugere presented a Memorandum of
Agreement between the City and
Ward County for the railroad cross-
ing surface rehabilitation and exten-
sion of sidewalk on Pleasant avenue
South. Hjelden moved to authorize
Walsh to sign, Thiesen seconded,
motion carried. Coca discussed in-
terviews for the open public works
position. Two candidates were inter-
viewed. The committee recom-
mended offering the job to John
Doyle. Hjelden moved to approve
hiring John Doyle at $20.00 per hour
with an increase to $21.00 per hour
once he obtains a CDL and $22.00
per hour once he has a water
license, wastewater license and
vector/weed control license and a 90
day probation, Thiesen seconded,
motion carried. Council reviewed a
plat from Blaine Klein requesting
moving the lot lines on Lots 11 & 12,
Wenz 2nd Addition,
Section18-155N-81W. Dalby moved
to approve the plat as presented,
Dickinson seconded, motion carried.
Fugere and Waller reported the
city’s 2″ water meter used by Indus-
trial Builders froze and broke while
they were using it. A replacement
meter costs $826.00 and a bill will
be sent to Industrial Builders.
Fugere asked about setting a rate
for commercial water purchases.
Thiesen moved to set the rate at
$10.00 per 1000 gallons, Hjelden
seconded, motion carried. Chief
Coca informed council he received
14 applicants for the police officer
position and will be doing 4 inter-
views. The interview committee is
Fugere/Thiesen/Chief Coca. Coca
reported he has promoted Officer
Conner Kircher to Sargent. Dickin-
son moved to adjourn.
