Regular Meeting

October 14, 2019

The regular meeting of the Lewis

and Clark School Board was called

to order at 7:05 pm in the Plaza

boardroom. Board present were Er-

ickson, Pank, Brown, Engelhard,

and Deaver. Absent were Hennessy

and Schilla. Also present were Su-

perintendent Ritteman, Athletic

Director Brown, Emil Schoenfish,

and Business Manager Liz Huus.

Guest Emil Schoenfish presented

the 2018-19 audit to the board. The

final report will arrive in about two

months for action at that time. Mo-

tion was made by Brown/Deaver to

approve the agenda. All yes. MC.

Motion was made by Pank/Deaver

to approve the board minutes of the

regular board meeting September 9,

2019. All yes. MC. The following

The board and administration re-

viewed the bills and financial re-

ports. Motion was made by

Brown/Pank to accept the general

and building fund bills and the reve-

nue and expenses reports. All yes.

MC. Motion was made by

Engelhard/Brown to approve the Hot

Lunch report dated 9-30-2019. All

yes. MC. Motion was made by

Engelhard/Brown to approve the

non-tuition agreement for one stu-

dent to attend Lewis and

Clark-Berthold School from Minot for

the 2019-20 year. All yes. MC. Mo-

tion was made by Brown/Pank to ap-

prove two non-tuition agreements for

4 students to attend Lewis and

Clark-NSP from the New Town Dis-

trict for the 2019-20 school year. All

yes. MC. Motion was made by

Pank/Brown to approve the one

non-tuition agreement for one stu-

dent to attend Lewis and Clark-NSP

from the Parshall District for the

2019-20 school year. All yes. MC.

Motion was made by

Engelhard/Deaver to approve the

open enrollment application for one

student to attend the Lewis and

Clark-NSP school from Parshall

starting the 2020-21 school year. All

yes. MC. Motion was made by

Pank/Brown to approve the open en-

rollment application for one student

to attend Lewis and Clark-NSP from

Max District starting the 2020-21

school year. All yes. MC. Motion

was made by Brown/Pank to ap-

prove the two open enrollment appli-

cations for four students to attend

Lewis and Clark-NSP from the New

Town District starting the 2020-21

school year. All yes. MC. The

pledge of securities were reviewed

by the board. Motion was made by

Brown/Pank to approve the Pledge

of Securities review. All yes. MC.

Athletic Director Brown presented

participation numbers for the football

and volleyball programs. Discussion

on what direction to proceed with

football after one more year in the

9-man co-op. Also discussed high

participation numbers in volleyball.

We will possibly implement a tryout

program in volleyball. HS Principal

Gerding presented an informational

letter on using the ACT test for all

juniors as the state accountability

test replacing the NDSA test. Super-

intendent Ritteman discussed the

ND Fire and Tornado Fund merge

into the the NDIRF. Mr. Ritteman

presented a sample agreement for

Joint Use of Facilities between the

Berthold Parks and Recreation and

the school district. He will meet with

the park board representative for his

input. There were no sealed bids re-

ceived for the two lots 7 & 8 of block

31, Plaza, ND. Sale of the lots is

tabled. With no further business the

meeting adjourned with a motion by

Brown.

On December 28, 2018,

Montana-Dakota Utilities Co., a Divi-

sion of MDU Resources Group, Inc.

(MDU) filed for Commission appro-

val a negotiated service agreement

with American Colloid Company

(ACC) for interruptible industrial

electric power at ACC’s Gascoyne,

North Dakota facility. On November

15, 2019, MDU filed a restated elec-

tric service agreement with ACC.

The issue to be considered in this

matter is whether the restated elec-

tric service agreement is just and

reasonable and should be approved.

Those interested are invited to com-

ment on the application in writing.

Persons desiring a hearing must file

a written request identifying their in-

terest in the proceeding and the rea-

sons for requesting a hearing. Com-

ments and requests for hearings

must be received by January 10,

2020. If deemed appropriate, the

Commission can determine the

matter without a hearing.

NOTICE OF OPPORTUNITY FOR

HEARING

December 3, 2019

On November 8, 2019,

Montana-Dakota Utilities Co. (MDU)

filed a change to its Generation

Resource Recovery Rate (GRRR)

tariff and GRRR rates to reflect 2020

projected costs for its Lewis & Clark

reciprocating internal combustion

engine units.

The effect of the rate change on the

bill for a residential customer using

894 kWh per month is a decrease of

$0.03 per month.

The issues to consider in this

proceeding are:

1. Are the proposed tariff revisions

just and reasonable?

2. Do the proposed rates comply

with the tariff?

3. Are the proposed rates just and

reasonable?

Those interested are invited to com-

ment on the application in writing.
