NOTICE IS HEREBY GIVEN that
the City of Minot (Owner) is request-
ing Bids for the construction of the
following Project: 2019 Traffic Signal
Improvement Project. Bids for the
construction of the Project will be re-
ceived at the office of the City Clerk
located at 515 Second Avenue SW
(Second Floor), Minot, North Dakota
58701, until Tuesday, January 14,
2020 at 11:00 AM local time. At that
time the Bids received will be public-
ly opened and read. The Project in-
cludes the following Work: Install 10
Traffic Signal Standards, Install 10
Traffic Signal Cabinets, Repaint 2
Traffic Signal Standards, Use of 2
Portable Traffic Signal Systems, and
all associated other Work. Complete

chase for $75. Potential bidders may
contact the City Traffic Engineer at

Each bid must be accompanied by a
separate envelope containing the
bid security in a sum equal to five
percent of the full amount of the bid
and must be in the form of a bidder’s
bond. A bidder’s bond must be exe-
cuted by the bidder as principal and
by a surety, conditioned that if the
principal’s bid is accepted and the
contract awarded to the principal,
the principal, within ten days after
notice of the award, shall execute a
contract in accordance with the
terms of the bid and the bid bond,
and any condition of the City of
Minot, as required by law. A coun-
tersignature of a bid bond is not re-
quired. If the City of Minot elects to
award a contract to the lowest
responsible bidder, and the lowest
responsible bidder does not execute
a contract within the ten days al-
lowed, the bidder’s bond must be
forfeited to the City of Minot and the
project awarded to the next lowest
responsible bidder. Each bidder
must possess a valid North Dakota
contractor’s license for the full
amount of their bid, as required by
Section 43-07-07 of the North Dako-
ta Century Code. Each bidder MUST
enclose a copy of their Contractor’s
License or Certificate of Renewal, is-
sued by the North Dakota Secretary
of State, in their bid bond envelope,
and each license must be valid and
dated at least 10 days prior to the
date set for bid opening, as required
under Section 43-07-12 of the North
Dakota Century Code. No bid may
be read or considered if it does not
fully comply with the requirements of
Section 48-01.2-05 of the North
Dakota Century Code, and any defi-
cient bid submitted will be resealed
and returned to the bidder immedi-
ately. All Bids submitted and all
Work completed must be as stipulat-
ed in the Agreement. The City of
Minot reserves the right to hold all
Bids for a period of 30 days after the
date of the bid opening, to reject any
or all Bids, and to waive any infor-
mality or irregularity in any Bid. For
all further requirements regarding
bid submittal, qualifications, pro-
cedures, and contract award, refer to
the Instructions to Bidders that are
included in the Bidding Documents.

the City of Minot, North Dakota, in-
vites and will receive sealed propo-
sals (bids) up to the hour of 11.00
a.m., local time, on January 21,
2020, for the furnishing to the City of
Minot of all transportation, labor, ma-

the City of Minot, North Dakota. The
bid bond shall be executed by the
bidder as principal and by a surety
company authorized to do business
in the State of North Dakota, condi-
tioned that if the principal’s Bid be
accepted and the contract awarded
to the principal, within ten (10) days
after Notice of Award, the Principal
shall execute a contract in accor-
dance with the terms of the bid and
contractor’s performance and pay-
ment bonds as required by law and
the regulations and determinations
of the City of Minot. A bid submitted
without this information properly en-
closed in the bid bond envelope
shall not be read nor considered and
the envelope shall be resealed and
bid returned to the bidder immedi-
ately. Each bid shall be sealed and
delivered to the City of Minot at the
location designated in this notice for
the opening of proposals at or before
the time in this notice provided. All
Bidders shall hold a valid North
Dakota Contractor’s license of the
proper class and shall enclose a
copy of the license or Certificate of
Renewal of the license in the same
envelope as the Bidder’s Bond.
Bidders shall submit proof of qualifi-
cations to perform the Work as
described in the Instructions to
Bidders. Substantial Completion for
all Work shall be September 4,
2020. Final completion shall be Oc-

that by virtue of a Judgment entered
and given in the United States Dis-
trict Court for the District of
North Dakota, on October 17, 2019,
in favor of the United States of
America, as plaintiff, and against
DAVID A. THOMPSON and GINA L.
THOMPSON, a/k/a GINA L. DER-
REBERRY, as defendants, it has
been adjudged that there is due and
owing to plaintiff by defendant DA-
VID A. THOMPSON and GINA L.
THOMPSON, a/k/a GINA L. DER-
REBERRY, principal in the sum of
$165,926.57 and interest through
July 3, 2019, of $18,014.06, with in-
terest accruing thereafter until the
date of judgment at the rate of 2.563
percent per annum, together with
costs and disbursements of this ac-
tion in the sum of $466.45 making a
total of $184,407.08, with interest
accruing after entry of judgment at
the legal rate until paid in full. The
United States Marshal received a
copy of the Judgment, duly certified
by the Clerk of said Court, which
directs the United States Marshal to
sell the mortgaged property
described in the Judgment at public
auction to the highest and best
bidder for cash on the date of the
sale and all the right, title and in-
terest of the defendants in the pro-
perty described in the aforemen-
tioned Judgment (and as described
below) subject to all outstanding
liens and mortgages, assignments
on record, known and unknown.
The purchaser of the property may
be liable for outstanding mortgages,
liens and assignments. The plaintiff
has a paramount and subsisting lien
