2019 Round 4 Structure Demolition

and Site Restoration Project No.

3755.15

The City of Minot, through the use of

State of North Dakota funds, Depart-

ment of Housing and Urban

Development (HUD) Community

Development Block Grant Disaster

Recovery (CDBG-DR) funds, and

Department of Housing and Urban

Development National Disaster

Resilience (NDR) funds, purchased

houses that were inundated during

the 2011 Souris River Flood and is

now seeking a Contractor to demol-

ish structures at approximately 2

properties. Basement excavation

and site restoration will also be com-

pleted. The City of Minot invites the

public to bid upon the following pro-

ject: 2019 Round 4 STRUCTURE

DEMOLITION AND SITE RES-

TORATION PROJECT No. 3755.15.

The City Council City of Minot

reserves the right to reject any or all

bids and to award the contract as it

deems to be in the best interest of

the City of Minot. Each bidder must

provide a bid bond in the amount of

5% of the bid and contractor’s

license, which are to be included in

a separate envelope attached to the

outside of the bid. Each bidder must

include a copy of their North Dakota

Waste Hauler’s Permit (MSW), and

their Hazardous Waste Disposal

Plan WITH their bid. It should also

be noted that any addendums that

may be issued prior to bid opening

must be acknowledged on the out-

side of the bid envelope. The suc-

cessful, responsible Bidder will be

required to sign the Contract and fur-

nish the appropriate performance

and payment bonds in the amount of

the total bid, and in accordance with,

the State of North Dakota. The bond

is required in order to secure the

performance obligations of the Con-

tractor. The Contract will not be exe-

cuted, nor will work begin, should

the successful Bidder fail to furnish

the performance and payment

bonds required. This Contract shall

be subject to liquidated damages as

stated in the bidding documents,

which will be charged against the

contractor for each day past the

completion date stated in the Con-

tract or as amended by change ord-

er. Bidding documents for the pro-

ject may be viewed at the CDM

Smith Disaster Recovery Office or

Minot’s Builder’s Exchange. Bidding

documents may be obtained at the

CDM Smith Disaster Recovery Of-

fice located at the Arrowhead Mall,

1600 2nd Ave SW, Suite 27, Minot,

North Dakota. Bid proposals must

be submitted on the forms provided.

A mandatory pre-bid conference will

be held at the City Hall located at

515 2nd Ave SW, Minot, North

Dakota at 10:00 A.M. (CST) on Sep-

tember 19, 2019 to discuss the bid-

ding documents, followed by site

visits to the project sites. Sealed

bids will be received up to the hour

of 10:00 A.M. (CST) on September

26, 2019, at the City Hall. All bids

will be opened at 10:00 A.M. on the

same day. The project is being fund-

ed, in part, with CDBG-DR funds.

Therefore, the Bidder will be re-

quired to comply with all Federal,

State, and Local regulations. These

requirements include compliance

with Section 3 employment plan,

and the Contractor must ensure that

employees and applicants for em-

ployment are not discriminated

against because of their race, color,

religion, sex or national origin. The

City of Minot reserves the right to

determine the lowest responsible

and eligible bidder, to waive irregu-

larities, and to reject any or all bids.

The City of Minot strongly en-

courages maximum participation in

all bids by qualified Disadvantaged

Business Enterprises (DBEs),

Minority Business Enterprises

(MBEs), and Women Business En-

terprises (WBEs), small businesses,

and by local construction and demol-

ition companies, as prime contrac-

tors and as subcontractors.

NOTICE TO RUSHVILLE

TOWNSHIP RESIDENTS

Notice is hereby given that the

County Commissioners of the Coun-

ty of Ward, North Dakota, is now re-

quiring all landowners of Rushville

Township to mow the township road

ditches adjacent to their property

and comply with the following cri-

teria. Landowners must complete

the cutting no later than October

1stof each year. All grass and weed

cuttings must be in the ditch of the

roadway and not on the gravel road

surface. The height of stubble left

shall be no taller than 6-inches in

height. Minimum width of cut for

each side of the roadway is 10 feet.

The following roads in Rushville

Township are required to be mowed:

3TH ST SW, 317TH AVE SW,

331ST AVE SW, 16TH ST SW,

345TH AVE SW, 373RD AVE SW,

359TH AVE SE, 317TH AVE SE,

27TH ST SE, 303RD AVE SE.

If the adjacent landowner fails to

mow the ditches of the roadway as

outlined above and/or leaves cut-

tings on the road top, the County will

mow/remove cuttings from the road-

way and assess all expenses

against the land of the landowner

and shall become a part of the taxes

levied against the land for the ensu-

ing year.

ENGINEERING SERVICES FOR

REPLACEMENT OF CITY SEWER

LINES

CITY OF WILDROSE, NORTH

DAKOTA

NOTICE TO ENGINEERING AND

CONSULTING FIRMS: Notice is

hereby given by the City of Wildrose,

North Dakota, an equal opportunity

government, that it will receive writ-

ten statements of qualifications to

provide engineering services for the

full or partial replacement of 11,000

feet of existing sewer lines in the

City of Wildrose. The existing lines

were installed in 1952 and are con-

nected to a lift station (2015) and

lagoon (2015). Twenty-six blocks of

line are centered on gravel streets

and five blocks on a paved street.

Communication with the Waste Wa-

ter personnel for the replacement

project is a critical component of the

project. The engineering design por-

tion of this project will begin Sep-

tember 2019 or as soon as possible

and that construction will begin late

fall or early spring and be completed

by fall 2020. Proposals will be sub-

mitted in sealed envelopes plainly

marked “Proposal for the City of Wil-

drose Sewer Replacement” ad-

dressed to the City Auditors Office,

PO Box 664, Wildrose, North Dakota

58795-0664. All sealed proposals

must be received by 4:00 PM Sep-

tember 25. Written Statements,

qualifications, and professional pro-

posals submitted will be evaluated

by the City Council. Qualified candi-

dates will be evaluated based on

their written proposal. No interviews

are planned by the Council. Ques-

City of Wildrose reserves the right to

accept the proposal the City Council

deems is in the best interests of the

City and to reject any proposals that

the City Councils deems not to be in

SUNDRE TOWNSHIP NOTICE

All land owners must have ditches

mowed to a minimum 4 inch stubble

height and a minimum 9 food mower

width between Sept. 15-Oct 1st,

2019. Sundre Township will contract

mowing for ditches not completed by

October 1, 2019 and expenses will

be levied as taxes against land own-

er.
