NOTICE TO CUT TALL

WEEDS OR GRASS

Property owners in the City of Minot

are required to mow weeds or grass,

before they exceed 8 inches tall,

under Chapter 22 (Nuisances) of the

City of Minot Code of Ordinances. If

the tall weeds or grass on a property

is determined to be in excess of 8

inches tall, such weeds or grass

must be cut within 48 hours. Other-

wise, the City of Minot will arrange

for cutting; and the cost of such work

will be assessed against the proper-

ty. No further notice to individual

property owners is required under

Chapter 22. Any questions regarding

tall weeds or grass cutting pro-

cedures should be directed to the

Public Works Department at

857-4140.

the Owner and should be used to

execute the bid guarantee. In com-

pliance with Section 43-07-12 of the

North Dakota Century Code, each

contractor submitting a bid must

have a copy of his North Dakota

Contractor’s License or certificate of

renewal thereof issued by the Secre-

tary of State enclosed in the bid

bond envelope; must be licensed for

the highest amount of his total bid

combination including add alter-

nates; and such license must have

been in effect at least ten (10) days

prior to the date of the bid opening.

No bid will be read or considered

which does not fully comply with the

provisions herein as to bonds and

licenses, and any deficient bid sub-

mitted will be resealed and returned

to bidder immediately. The Owner

reserves the right to hold all legiti-

mate bids for a period of forty-five

(45) days after the date fixed for the

opening thereof. It is the intent of the

Owner to award a contract to the

lowest and best bidder. The Owner

further reserves the right to reject

any and all bids and to waive irregu-

larities, and shall incur no legal liabil-

ity for the State for the payment of

any monies until the contract is

awarded and approved by the prop-

er authorities. In compliance with

Section 48-01.2-10 of the North

Dakota Century Code, the success-

ful bidder shall be required to furnish

bonds covering the faithful perfor-

mance of the Contract and the pay-

ment of all obligations thereunder,

and all additional obligations re-

quired by the laws of the State of

an amount equal to the full contract

sum.

In the Matter of the Application of

Town and Country Credit Union

Minot, North Dakota, to Establish a

Branch in Minot, North Dakota

PLEASE TAKE NOTICE that Town

and Country Credit Union, Minot,

North Dakota, has made application

to the State Credit Union Board to

establish a branch office in Minot,

North Dakota; the branch will be lo-

cated at 1525 24th Avenue SW

Minot, North Dakota. The current

field of membership for Town and

Country Credit Union is limited to

75-mile radius of Minot, North Dako-

ta, 50-mile radius of Kenmare, North

Dakota, and 50-mile radius of Fargo,

North Dakota. The proposed branch

would be located within Town and

Country Credit Union’s current field

of membership. In accordance with

section 13-03-15-04(2) of the North

Dakota Administrative Code, when

considering the branching of a credit

union the Credit Union Board will re-

view (1) If the branch is for an open

charter, and if the application to es-

tablish the branch is accompanied

by an application to expand the field

of membership, the exact geographi-

cal boundaries, expressed by city,

county, township, or highway boun-

daries, or a stated radius from the

branch office, must be clearly

spelled out; (2) Whether serious in-

jury would result to any other state

or federally chartered credit union in

North Dakota; (3) Whether the credit

union has demonstrated the ability

to succeed with the branch; and (4)

Any other factor that the state credit

union board deems pertinent. The

State Credit Union Board will act on

the application at its regular meeting

to be held at 9:00 a.m. on Sep-

tember 6, 2019, in the Conference

Room, Department of Financial In-

stitutions, 2000 Schafer Street, Suite

G, Bismarck, North Dakota. The

Board may order a hearing on the

application, when it believes to be in

the public interest. Written com-

ments may be submitted to the State

The board and administration re-

viewed the bills and financial re-

ports. Motion was made by

Hennessy/Schilla to accept the gen-

eral and building fund bills and the

revenue and expense reports. All

yes. MC. Business Manger Lindahl

discussed accounts in the Berthold

High School Activities. Motion was

made by Hennessy/Brown to do the

transfers as presented and to re-

move the athletic Calendar and

General Activity Line Accounts. All

yes. MC. The Hot Lunch report dat-

ed 4/30/2019 was approved with a

motion by Brown/Hennessy. All yes.

MC. Motion was made by

Hennessy/Pank to approve the

non-tuition agreement for one stu-

dent to attend Lewis and Clark Bert-

hold from the Minot District. All yes.

MC. Motion was made by

Brown/Hennessy to approve the

non-tuition agreement for one stu-

dent to attend Minot Public School

from the Lewis and Clark Berthold

School. All yes. MC. Motion was

made by Brown/Pank to approve the

non-tuition agreement for one

pre-school student to attend Lewis

and Clark Berthold from the Stanley

District. All yes. MC. Motion was

made by Pank/Brown to approve the

non-tuition agreement for one stu-

dent to attend Lewis and Clark NSP

from Parshall. All yes. MC. Motion

was made by Hennessy/Schilla to

approve the open enrollment appli-

cation for one student to attend

Lewis and Clark NSP from the

Parshall District starting in 2020-21.

All yes. MC. Motion was by

Hennessy/Pank that the Pledges of

Securities were reviewed and found

adequate by the board. All yes. MC.

Athletic Director Brown discussed

spring sports and the number pro-

jection for next year. He also

presented a proposed plan to pur-

chase a Video Scoreboard for the

Berthold gym. District would pay ini-

tial costs with sponsorships sold

over 5 year contracts. Item was

tabled. He shared that the security

camera project will start next week

in Berthold. Superintendent Ritte-

man discussed the NSP Athletic

Director position. Mr. Sherven does

not want the position again next

year. Mr. Ritteman proposes to split

the position for next year using staff

within. Mr. Ritteman discussed re-

model plans for the NSP library. It

will become a 4th grade classroom

with painting, carpet and removal of

the built in counter. The library will

move to the present 4th grade room.

Mr. Ritteman asked the board to

think about maintenance on the

school apartments in Makoti. They

are in need of shingling and new

decks. Motion was made by

Brown/Hennessy to approve the

teaching contract for McKayla Koski

as Lewis and Clark NSP English

teacher. All yes. MC. Mr. Ritteman

discussed two bids received on the

new bus purchase. After discussion,

motion was made by

Hennessy/Pank to purchase a goas

2019 Bluebird bus from Hartley’s for

$75,500. All yes. MC. Mr. Ritteman

discussed a bid from Valuation NW

for $9,000 for an appraisal of all our

fixed assets. The last one was done

in 2004. Discussion followed. Tabled

until next meeting. Budgeting and

proposed income from the counties

was discussed. There are two grants

totally $44,000 that we will receive in

August. Board also discussed the

senior prank tradition in the Berthold

School. Board wants to back the ad-

ministration in their decision. Ele-

mentary Principal Lahti, HS Principal

Jenkins and HS/Elem Principal

Gerding shared events in their build-

ings. Principal Lahti presented the

Lewis and Clark District Elementary

Handbook for 2019-20. Motion was

made by Hennessy/Pank to approve

the Lewis and Clark District Elemen-

tary Handbook for 2019-20 as 1st

reading. All yes. MC. Principal Jen-

kins presented the Lewis and Clark

District High School Handbook for

2019-20. A list of changes were re-

viewed by the board. Motion was

made by Hennessy/Brown to ap-

prove the Lewis and Clark District

High School Handbook as 1st read-

ing. All yes. MC. Teacher Negotia-

tions were discussed. A copy of the

new two-year contract was handed

out. Motion was made by

Hennessy/Brown to accept the

two-year Lewis and Clark Public

School District #161 Teacher Master

Contract effective from July 1, 2019

to June 30, 2021. All yes. MC. With

no further business the meeting ad-

journed with a motion by Brown at

9:25 pm.
