HALL ROOF REPAIR
FLAXTON, NORTH DAKOTA
NOTICE IS HEREBY GIVEN that
the City of Flaxton will receive
sealed bids for the repair of Flaxton
Memorial Hall Roof, at the City Of-
fice in Flaxton at 103 Davis Ave. NE,
Flaxton, North Dakota 58737, until
7:00 PM Central Daylight Time on
Tuesday, July 2, 2019 at which time
the bids will be opened and read.
Potential bidders may contact coun-
cil member, Duncan DeMint, at
(701) 721-8999 with any questions
or to schedule an appointment to
view the project location. All bids are
to be submitted on the basis of cash
payment for the work and materials,
and are to be enclosed in a sealed
envelope addressed to the under-
signed City of Flaxton, accompanied
by a separate envelope containing a
bidder’s bond in the sum equal to
5% of the full amount of the bid, exe-
cuted by the bidder as principal, and
by a surety, conditioned that if the
principal’s bid is accepted and the
contract awarded to the principal,
the principal, within ten days after
notice of award, shall execute a con-
tract in accordance with terms of the
bid and performance and payment
bonds as required by the law and
the regulation and determinations of
the City of Flaxton. Countersignature
of a bid bond is not required. If a
successful bidder does not execute
a contract within the ten days al-
lowed, the bidder’s bond must be
forfeited to the City of Flaxton and
the project will be awarded to the
next lowest responsible bidder.
Bidders shall be licensed for the full
amount of the bid, as required by
Sections 43-07-05 and 43-07-12 of
the North Dakota Century Code. A
copy of the bidder’s contractor’s
license or license renewal must be
included in the bid bond envelope.
No bid may be read or considered if
it does not fully comply with the re-
quirements of Section 48-01.2-05 of
the ND Century Code. Any deficient
bid received will be resealed and re-
turned to the bidder immediately.
The City of Flaxton reserves the
right to hold all bids for 45 days, to
reject any or all bids, to waive any
informality or irregularity in any bids,
and to accept the bid deemed in the
best interest of the City of Flaxton.
There shall be endorsed upon the
outside of the envelope containing
the bid, the following 1. City of Flax-
ton, Memorial Hall Roof Repair 2.
The name of the person, firm, cor-
poration, or joint venture submitting
the bid. 3. The bidder’s contractor’s
license or contractor’s license
renewal number. A copy of the
bidder’s contractor’s license shall be
included in the bid bond envelope
along with the bid. All work shall be
substantially complete by October 1,
2019. All work shall be completed
and ready for final payment by No-
vember 1, 2019. Should the conc-
tractor fail to complete its obligations
within the time frame required herein
or within such extra time as may
have been granted by formal exten-
sions of time approved by the City of
Flaxton, there will be deducted from
any amount due the contractor the
sum of $500.00 per day for each
and every calendar day that the
completion of the work is delayed.
The contractor and his surety will be
liable for any excess. Such payment
will be as and for liquidated dam-
ages and not as a penalty. By order

WEEDS OR GRASS
Property owners in the City of Minot
are required to mow weeds or grass,
before they exceed 8 inches tall,
under Chapter 22 (Nuisances) of the
City of Minot Code of Ordinances. If
the tall weeds or grass on a property
is determined to be in excess of 8
inches tall, such weeds or grass
must be cut within 48 hours. Other-
wise, the City of Minot will arrange
for cutting; and the cost of such work
will be assessed against the proper-
ty. No further notice to individual
property owners is required under
Chapter 22. Any questions regarding
tall weeds or grass cutting pro-
cedures should be directed to the
Public Works Department at
857-4140.

percent (5%) of the bidder’s highest

to him, he within ten (10) days after
notice of such award, will effect and
execute a contract in accordance
with the terms of his bid and a
contractor’s bond as required by law
and the regulations and determina-

A310, Bid Bond, will be furnished by
the Owner and should be used to
execute the bid guarantee. In com-
pliance with Section 43-07-12 of the
North Dakota Century Code, each
contractor submitting a bid must
have a copy of his North Dakota
Contractor’s License or certificate of
renewal thereof issued by the Secre-
tary of State enclosed in the bid
bond envelope; must be licensed for
the highest amount of his total bid
combination including add alter-
nates; and such license must have
been in effect at least ten (10) days
prior to the date of the bid opening.
No bid will be read or considered
which does not fully comply with the
provisions herein as to bonds and
licenses, and any deficient bid sub-
mitted will be resealed and returned
to bidder immediately. The Owner
reserves the right to hold all legiti-
mate bids for a period of forty-five
(45) days after the date fixed for the
opening thereof. It is the intent of the
Owner to award a contract to the
lowest and best bidder. The Owner
further reserves the right to reject
any and all bids and to waive irregu-
larities, and shall incur no legal liabil-
ity for the State for the payment of
any monies until the contract is
awarded and approved by the prop-
er authorities. In compliance with
Section 48-01.2-10 of the North
Dakota Century Code, the success-
ful bidder shall be required to furnish
bonds covering the faithful perfor-
mance of the Contract and the pay-
ment of all obligations thereunder,
and all additional obligations re-
quired by the laws of the State of
North Dakota. Each bond shall be in
an amount equal to the full contract
sum.

ANNUAL DRINKING WATER
COMPLIANCE REPORT FOR 2018
NORTH DAKOTA DEPARTMENT
OF ENVIRONMENTAL QUALITY
The federal Safe Drinking Water Act
(SDWA) has been in existence since
1974. The 1996 amendments con-
tain many new provisions, several of
which are intended to improve con-
sumer awareness on drinking water
compliance issues. One provision
requires states to prepare and sub-
mit to the U.S. Environmental Pro-
tection Agency (EPA) an annual
compliance report on public water
system (PWS) violations within the
state. The North Dakota Department
of Environmental Quality (NDDEQ)
has developed an annual drinking
water compliance report for calendar
year 2018. The report identifies all
SDWA violations incurred by North
Dakota PWSs in 2018 and includes
violations that were determined in
2019 based on 2018 monitoring
data. Copies of North Dakota’s An-
nual Drinking Water Compliance Re-
port for 2018 may be obtained by
writing to the NDDEQ, Division of
