Airlines did this to themselves when they starting charging outrageous amounts for checked bags.

The airlines themselves are a large part of the problem. A person used to be able to check a bag as part of being a customer. Now the airlines charge extra for everything. Just one of the reasons I quit being a customer of airlines...
