To the point about drinking seawater, there are crude but effective ways to distill it using the simplest of materials.
I've never heard about this story and would need to learn more before making a judgment about the veracity of this story.

We all know W wasn't really calling the shots...it was cheney,rumdum and many others from the Nixon era cabinet, coming back to haunt us hopefully for the last time.
In all fairness to the Bush family name...W was just a victim of the military industrial complex's need for war, that General Ike warned us all about in his farewell address in 1961......"We must guard against the acquisition of unwarranted influence, whether sought or unsought, by the military-industrial complex".
