What do you think of the provision in N.D.’s animal cruelty law that allows for first-time offenders of severe animal cruelty to be charged with a Class C felony?

You can,t see the difference between an accident and a intentional act of cruelty or aggression? Granted an accident caused by someones negligence or poor judgement is different than an accident, by so called act of God. But when someone does something intentionally cruel and hateful that is a whole different deal, The person or persons involved in dragging this poor pony to its death are no more than animals them selves and should be treated as such, there is NO excuse for something like this! When caught they should get the max. sentence plus at least 1000 hrs, of strick community service. Their picture posted publicly,( no matter their age) so everyone can see who these sick freaks are!!
