Based on Realty Trac, Federal Reserve, Equifax sources, in the last year of the Clinton Administration foreclosures were already on the rise even though the economy was expanding (470,000 foreclosures in 2000). The legacy of the National Homeownership Strategy would be millions of foreclosures during the Bush and then Obama Administrations.

According to research by TheDailyCaller, about half of the 186 African-American clients in President Obama’s landmark 1995 mortgage discrimination lawsuit against Citibank have since gone bankrupt or received foreclosure notices. As few as 19 of those 186 clients still own homes with clean credit ratings, following a decade in which Obama and other progressives pushed banks to provide “booby trap” adjustable rate mortgages to poor African Americans.

Clinton is the one who destroyed America. He passed the legislation to let EVERYONE buy a house. That's the reason for the blowup in the housing market.
Everyone rushed out with no job and no credit and bought a house. Then the banks called in their loans and the house of cards tumbled..
Look no further then Bill Clinton to see what caused the problems.
And by the way Obama is the one who has spent and borrowed more money then the entire prior Presidents.
Obama's spending has caught up with him. And now finally we have begun to cut spending thanks to the Republicans.
