Cruelty should be a felony

I am writing to you about the need for the people of North Dakota to vote for Measure 5. the proposition on the November ballot that, if passed, would finally make extreme animal cruelty a felony here in North Dakota. It was Ghandi who once said, "One can measure the greatness and the moral progress of a nation by looking at how it treats its animals." Every state I have lived in before moving to North Dakota considered extreme animal cruelty a felony.

Now, I know that North Dakota has some pretty hokey 19th century-ish type laws on its books but is it too much to ask for North Dakota to at least get in step with the rest of the nation on this one issue? It's just a simple morality/right and wrong issue. A real no-brainer, at the most!

If our lawmakers in the State Legislature will not listen to the voters on this matter, the voters, whom I believe think that extreme animal cruelty should be a felony, need to step up and create the law and get it passed themselves!
