Agenda: The council will hold a public hearing on a proposed Community Development Block Grant application for Artspace. It will consider recommendations of its standing committee and planning commission, but the developer of an apartment complex near St. John's Catholic Church has asked that its zoning request to be postponed for a month. The council will consider liaison committee recommendations on a jail housing fee and ballot measure on 911 fees.
