Fargo to expand downtown ban on panhandling

FARGO (AP) - The Fargo City Commission is moving forward with plans to expand a city ordinance banning panhandling.

Panhandling right now is prohibited only in the downtown area of North Dakota's largest city. Police Chief Keith Ternes is recommending that it be more far-reaching.

The City Commission is asking attorneys to draft a revised ordinance that also would ban panhandling in residential areas; near intersections, crosswalks and bus stops; and along roadways or medians that separate traffic.

Panhandler Calvin Norman tells WDAY-TV that his criminal record prevents him from getting a job, and he needs to panhandle to survive. He and fiance Mindi Thompsen wonder where they will go.
