Why should we change?

Tim Mathern's recent comments on the projected state surplus have shown his true colors as a tax and spend liberal.
North Dakota projects a surplus of a billion dollars by next summer. For many states, simply breaking even would be a dream come true. Having a surplus, however, is a castle in the sky. Yet, Mathern sees this as a bad thing, and he'd apparently rather see North Dakota in debt like the rest of the nation.
North Dakota is experiencing unprecedented growth and the surplus is an indicator that Gov. John Hoeven's economic development initiatives are working. With a strong economy, North Dakota now has the resources to not only fund our priorities, but provide broad-based tax relief. It makes no sense to me that Mathern wants to change this.
Then again, Mathern became a senator when North Dakota was in dire straits. Doom-and-gloom politicking in his style, but North Dakota deserves better and we're getting it with Hoeven.
