You can fight a war on coal, but coal is going to be around for another 1500 plus years, so the battle is not going to be won at all.

Forget about the River what you should be worrying about is Puppy Dog Coulee that you failed to mention last year flooded a lot of basements in SW and SE Minot due to the construction. Some homes had never been flooded before even during the flood and because the water usually in the past had fields to go into the water was now forced into the coulee prompting unnecessary flooding......
