There is no significant restriction on drilling in the proposal. Secondly, there is absolutely no restriction on the landowner whatsoever. The proposal is about oil drilling, minerals are separate from land. While cloaking their objections in landowner rights, this is really about maintaining that oil drilling continues at breakneck speed no matter what, even a few days to make ignored comments is considered too much.

What about the little guys who are not landowners? The little guys who camped in station wagons throughout the badlands in the 60's and later; but don't now because of the adverse impacts of oil? Someone built a trophy home in view of the Medora amphitheatre--and ruined the pristine scenery. Someone drilled on Kildeer mountain because the greed 4 oil is greater than civic pride or patriotism. How great it must be to be part of the defacing of our entire badlands. And then brag about it.
