"Roe was cited for driving through a red light." From the story itself the Officer Roe was cited and I find that a bit unusual.

From the book at DMV titled "ND Rules of the Road" - When the light turns green, you may proceed ONCE YOU HAVE ENSURED THE INTERSECTION IS CLEAR. Had the SUV checked the intersection, he would have noticed an emergency vehicle coming. ALSO, Law Enforcement, while being allowed to go through the red light, should have verified it was clear. Perfect storm really. But then red lights don't mean anything in this town anyway.

It is unfortunate that this happened but I'm surprised that accidents related to red lights don't happen more often. When driving thru town more often than not you see someone running a red light and/or speeding up on a yellow light to avoid stopping for a light. I'm not saying in this instance that's what happened, I'm just pointing out a fact.
