Of course the MDN applauds it -- because otherwise they would actually have to PAY to have their papers delivered.

As it stands now -- public tax dollars cover this private business' delivery costs.

The postal service is operating at a "loss" because it has to pay right now for the retirement of employees that haven't even been born yet. This is a standard that no other government or private enterprise has to face. It is being imposed explicitly because there is no way private enterprise can offer the same services at a lower price.
