Subman, Minot has nothing to do with the design, maintenance or planning of anything on that highway. That's why this article referenced the Ward County Commission, as opposed to the Minot City Council.

If you look at how Minot does everything you’ll see that the evolution of this intersection is right on track. First they do the cheap solution which doesn’t really fix anything, then after at least one person dies because of the cheap fix then they wring their hands and come up with the next cheap fix which after awhile and maybe a few more deaths they finally are faced with fixing it properly and now at a much higher cost than if it was done right the first time. Case in point is the 16th St. interchange. Back to this intersection it should have had cloverleaf and continue south past the experiment station before rejoining 83 from its original construction, making it a true bypass.
