Gretchen has it right. Although so does the article author regarding the "wetlands" program. But before you drain your pothole you need to think of those who are affected downstream; e.g., the property owners at Rice Lake or Makoti Lake. Or your neighbor. Do they want your water? Be a good neighbor and keep your little problem to prevent your neighbors from having a bigger one.

When you drain those "small potholes" that cause a big problem for you, the water moves on to be a big problem for someone else. Do you feel you have the right to drain your water onto someone else? Draining causes flooding which is a much bigger problem than the potholes in your fields.
