Mother nature prepared a surprise for north of Towner, the river was overflowing and 3 feet above flood state for at least a week at Towner but there was no water showing up in the Clark Salyer Refuge at Upham two days ago. There must be a huge obstruction out there and when that gives way look out Canada.
