Wet cycles and dry cycles are something people cannot control. People used to know better than build on flood plains, the tee pee circles I have seen are on hillsides and hill tops. Rice Lake is not a flood plain but is unnaturally full to create a place of recreation, probably a mistake that can be corrected in several different ways. Stopping pumping is the first step in the correction process that hopefully leads to reconsidering what mankind has built there.
