This is a federally run and funded program. The state cannot fund it because it is part of the Department of Defense. They also fund the three schools at the air base as there are no property taxes to fund them.

To get proof just call Scott Moum, business manager for the school district. You can get a copy of the school budget which includes the three schools on base. It is all public record.

Nancy1, the ND DoD Starbase program is not federally run. There are contract teachers that is paid by Minot Public School, and the DoD reimburses MPS for their salaries. Also, the program isn't going away. The DoD has been told to zero out the budget and the program will be moved to the Dept of Education. What the Dept of Education does with it, is uncertain at this time.

That is correct the teachers are paid through the MPS but the money used to pay for this program all comes from the federal program which comes to MPS for that purpose. Junior-ROTC is another federal program. MPS complies with all the regulations to have that program. However, in ROTC MPS pays half of the salaries.
