If Canada had honored the agreement to limit releases to 5000 cfs, the valley would not have flooded. In winters like this one, when there is sufficient snowpack to fill the 3 major dams, those dams should all be drawn down to a minimum level before the spring melt. The destruction of property and lives in the valley is on the backs of those who insist on retaining too much lake water.

A big problem that is growing is the silting in of the refuge area before the river goes back into Canada. This is causing more and more flooding and permanent damage to many peoples hay meadows and pastures. If something is not done about the silt forming hydro-static pressure downstream there will always be floods that get worse each time. I'm sorry to say the little clams will have to take second place also so Minot can dredge a decent river channel through town like it used to have.

I honestly think that in this case the lives and welfare of the people should take a slight precedent over the recreational fishing that is the driving force behind any flood we can get after we built the retention system we have in place. Absolutely nothing needs to be done except rebuild after the last man made catastrophe and learn from it. Seriously actually learn from it and put it in cement how to drain down the retention system to be prepared for anything Mother nature has up her sleeve.
