And the "rule" that seriously has run into? It appears it's system wide.

For years, we've had mail addressed to our physical location dropped into our PO box, I suppose as a courtesy or because the workers knew us (long time residents).

Now with the oil boom, we've had to track down several letters, many important, that were sent back unceremoniously, because they weren't addressed to the PO box only. What a pain.

When you have an enormous bureaucracy, rules are more important than common sense. Plus, much of the postal workforce has changed. They don't know the area like the long-timers do or did.

Serious we have some great USPS carriers in Bismarck. Great people who work in the Post Offices too. These are the people who are holding the place together. The challenges comes from the leadership who are not changing to keep up with the times/traffic/obsolete practices.

The reason the Post office is broke is because they have stupid rules/regs that waste money. I live in the town of Sawyer 2 blocks from the PO. People 1 block from the PO get mail delivered because theya are on an already established route. I cannot because the driver would have to go off the path by 1 block. I can not. I have a physical address for UPS/Fedex packages but must use my PO box to get any letters delivered or they will be returned to the sender as undeliverable even though the Post mistress knows that my physical address goes with my PO box. She decides which letters she wants to allow to go into the PO box and which she sends back. Our W2s, checks and other bills were sent back but junk mail that was addressed to the physical address was put in the box. How expensive to send back to sender and have all the touches instead of just put it in the PO box when you know where it goes. STUPID and a Waste of money.

How many mythical hours did I fly medical evacuation missions(DustOff 3 as my mythical call sign)? 850ish mythical hours. What year did I do this mythical year? 1965-1966. What did my wife do during this Mythical year? Taught at Hughes Junior High in Bismarck. How many wounded soldiers did I fly to medical facilities? Heck. Too much mythical to me but u r a LIB WHO DEALS in made up lies which I guess can not be changed by facts and reality. As to that other bill you are talking about... one question: was the Senate about to change from one party's majority to another? That is what happened with this one. What is the problem with Issa? centerfield, all I searched for was the "H.R. 6407 (109th): Postal Accountability and Enhancement Act" and I posted the info I found, that the following Representatives were "Co-sponsors: Danny Davis (D-IL), John McHugh (R-NY), Henry Waxman (D-CA)."

I didn't find any info confirming this "Tom Davis, R- WV." If you would be so kind as to provide a source, I'd look it up.

As far as the political reality of bills being passed far into the night, I'm well aware that it happens. I recall one bill passed by the Senate on Dec. 24, 2010, after a rough 70% of NoDaks seemed to be against its passage. Thanks, Sens. Conrad & Dorgan, but y'know, ain't politics grand?

About welfare, when my father died in 1946, my single parent mother and 5 children at home were on welfare during summer months during the time Mom obtained her AA and BA teaching degrees plus speech therapy degree. I did not put 20yrs in the military thus no retirement. Habitual liar, I have said many Times that I am retired on SS and Medicare ... BG, "Triple dipping" normally refers to some one receiving a couple government retirement checks plus a salary check from the gov. Where are "MINE MINE MINE??? My bank account ain't seeing them!! Center , what is wrong with "reducing" the USPS? What is wrong with 4/5 day delivery? My word, when I look in my box USPS could come every other day... Rural delivery... U have to be kidding me.... The 6/7 farmers I know go to town every day. My brother used to drive back to the farm from town to get his mail!'nn

Could the retirement payments be adjusted? Does anyone want to do that? Yep, Yep, and Yep. Except for:" The US Postal Service could avoid closings, firings, and cutbacks if the Chair of the House Government Reform Committee would stop blocking a bipartisan bill sponsored by 229 members that gives the Post Office the same 20-30 year pension pre-pay funding requirements as other federal agencies, instead of a Bush-signed bill that requires a 75 year prepayment leaving the Post Office with massive debt." That guy is Darrell Issa, the richest man in Congress, a Republican, and one of the main pushers of privatization of everything. Oh, and a real dandy of a person with little ethics or integrity.

Loco, some of your thoughts are correct and so are mine. I stand behind the fact that it was a Republican pushed event. But, the original bill was present in 2004 and was sponsored by Dems and in that light, Waxman and others. That bill stalled right up until that last dog was hung in December of 2006. Actually, it was the last hour of the lame duck session and the original bill of 2004 was amended with the health care retirement payment added to the program. The bill was presented and sponsored by Tom Davis, R- WV. who was retiring at the end of that session. He actually named the bill as well since he was the chairman of the committee that approved the bill. As to the co-sponsors and vote, it is the same as the Glass-Steagall debacle. I wonder if the reason for the non roll call had to do with the bill being passed in the middle of the night, immediately before adjournment of the Senate.
